Government has proposed to set up a Migrants Resource Centre Posted: 11 Mar 2010 01:50 PM PST Chandigarh, March 11 – Haryana Government has proposed to set up a Migrants Resource Centre with the help of International Organization for Migration (IOM) to facilitate the people willing to work abroad. In a message sent to United Nations Office of Drugs and Crime, Haryana Chief Secretary, Mrs Urvashi Gulati has stated that the State Government had also sent a proposal to the Ministry of Overseas Indian Affairs to set up Pre-departure Orientation Centers at Panchkula and Gurgaon for the prospective migrants. The message was sent on the occasion of the workshop organized by United Nations Office of Drugs and Crime on the launch of the report titled 'Smuggling of Migrants from Punjab and Haryana to Europe and in particular to UK : A Study on Punjab and Haryana' at Chandigarh today. Enlisting about the steps taken by Haryana Government to curb irregular migration in Haryana which was mainly prevalent in the districts of Ambala, Karnal, Kurukshetra and Kaithal adjoining Punjab, she said that Overseas Placement Bureau had been set up in the state for assisting the youth of the State in overseas employment. The Bureau set up in the year 2007 provides an Expert Immigration guide to cater to the growing demands for skilled and unskilled Labour, technicians, IT professionals, engineers and doctors in foreign countries. The Cell functions as a blockage against illegal activities in this field in various parts of the state. She said that ever since its inception, the Overseas Placement Bureau had placed applicants in Middle East. The Bureau had received vacancies of Physiotherapists for the USA through its Consultants. The process for the selection of the candidate was going on. Through OPB candidates had been sent to different countries mainly in Europe for further and higher studies. She said that the role of agents in irregular migration needs to be addressed on priority basis. In a bid to avoid unscrupulous agents, the Haryana Government had also made it mandatory for the recruiting agencies and agents, who were facilitating job seekers to get an overseas job, to get them registered. She said that to check the duping of girls with the lure of marriage and a future abroad by NRI grooms, it had also been made mandatory in Haryana that in case of marriage of any Indian Citizen solemnized in India with a person of foreign domicile, the Registrar of Marriages would verify his domicile from the embassy of the country of which he claims to be citizen. In its other initiatives, Haryana Government was also developing the rural areas of the state at par with the urban areas which would also prove a deterrent to a certain extent to irregular migration, she added Mrs Gulati said that international migration was an important dimension impacting economic relations between the developed and developing countries. It was universally acknowledged that migrants have contributed significantly to the development of societies. However, the continuous flow of migrants in an irregular situation, their vulnerability to exploitation, and the association of irregular migration with smuggling and trafficking networks were persistent issues of global concern. She advocated for adopting a zero tolerance policy towards illegal migration. The laws should be added by generating awareness to save people from falling into the trap of irregular migration and they should also be apprised about ways to better use their resources in their own countries. She said that though, the problem of irregular migration was more acute in Punjab than in Haryana, yet we need to work in partnership and add collaborated efforts to curb this practice. She suggested that there should a structured sharing of information between the states of Punjab and Haryana. She urged the media to provide more visibility to the hardships faced by those who attempt to migrate irregularly. The media should show the people the state of existence that many of those who had migrated irregularly have to face. |

construction work on the road from IFFCO Chowk to Kadarpur CRPF camp expedited Posted: 11 Mar 2010 01:47 PM PST Chandigarh, March 11—The construction work on the road from IFFCO Chowk to Kadarpur CRPF camp via Sector 56 and 61 in Gurgaon which would be used by the shooters during the Commonwealth Games, will be expedited. The shooting event is likely to be held in the shooting range of the CRPF camp in the village of Kadarpur. Directions to this effect were issued by the Gurgaon Deputy Commissioner, Mr Rajender Kataria, while presiding over a meeting held here yesterday to review the progress of development works in the district. The Deputy Commissioner also reviewed the progress of development works announced by the Chief Minister and directed the concerned officers to complete the works in a time-bound manner. The Additional Deputy Commissioner Anita Yadav, who is monitoring the announcements made by the Chief Minister, said that out of the 52 announcements, 18 had been commissioned, 12 are pending, 14 are in progress and eight not feasible. The announcements include the eight s made recently during the CM's visit to a village in Gurgaon. Mr Kataria asked officers to submit report about the the religious structures situated on panchayat or government land and that how many of them can be regularized, relocated or removed as per guidelines issued by the government. He said that the state government had issued guidelines that except the structures on right of way of the road others could be considered for regularization. He said that since the the High Court was monitoring the issue, every officer should submit the report after proper inspection. |

With a view to containing the increasing number of cases of fraud in the sale and purchase of property in Gurgaon, the Deputy Commissioner, Mr Rajender Kataria, issued these directions while presiding over a meeting of district officers here, yesterday. He has also ordered that the consideration amount should be paid either in cash or through demand draft, and not through banker's cheque, because a number of cases of bouncing or dishonouring of cheques had been reported in Gurgaon. "By adopting this method, the seller could be saved from fraudulent activities on the part of buyers. It is the duty of the sub-registrar to ensure that the seller has received the entire payment for the property he has sold before registering the sale deed", Mr Kataria said. He also asked the officers to promote only such property dealers as had been registered with the district administration so that in case of any fraud they could be made accountable. |
UHBVN Recovered Rs. 86.82 crore from Defaulters Posted: 11 Mar 2010 01:36 PM PST Chandigarh, March 11- The Uttar Haryana Bijli Vitran Nigam has recovered Rs. 86.82 crore from the defaulters upto February during the current financial year. The Nigam temporarily / permanently disconnected 2,72,118 connections of the defaulters. These consumers had to pay Rs. 149.53 crore. The Nigam has targeted to disconnect supply of 4,45,000 non payers during the current fiscal. A spokesman said here today that the Nigam snapped electricity supply of 63547 non – payers in operation circle Ambala, 43187 in Yamuna Nagar, 39420 in Kaithal, 38620 in Kurukshetra, 33326 in Panipat, 19463 in Jind, 11360 in Karnal, 10601 in Jhajjar, 9523 in Sonipat, and 3071 in Rohtak. The Nigam has launched a rigorous campaign from March 1 to 31 to recover the amount of pending electricity bills. All the non-payers with more than Rs. 5,000 outstanding amount have been identified. Special teams to disconnect the supply of non-payers have been deputed in all operation sub-divisions. Help of district administration is being taken to recover the payment of electricity bills in the Nigam's command area comprising district Panchkula, Ambala, Yamuna Nagar, Kurukshetra, Kaithal, Karnal, Panipat, Sonipat, Rohtak, Jhajjar and Jind. Simultaneously, intensifying the campaign against pilferage of power, the Nigam detected 13923 cases of theft during this period. A penalty of Rs. 20.66 crore was imposed on the erring consumers out of which Rs. 10.37 crore had been recovered. In most of the cases the erring consumers had been stealing electricity through Kundi connections, meter by pass or tampering the meters. The Nigam disconnected the supply immediately and the notices had been served to the erring consumers. He said that 2300 cases of theft of electricity had been detected in district Jind, 1934 in Sonipat, 1886 in Karnal, 1691 in Yamuna Nagar, 1553 in Rohtak, 1124 in district Kaithal, 1034 in Jhajjar, 921 in Ambala and Panchkula, 805 in Kurukshetra and 675 in Panipat. The Nigam checked 109318 consumer meters so far against the annual target of checking of 1.90 lakh consumer meters, he added. |
