Surgery Package Programme, launched by the Haryana Government Posted: 14 Mar 2010 11:44 AM PDT Chandigarh, March 14—The first-of-its-kind Surgery Package Programme, launched by the Haryana Government on July 1, 2009, has not only rewritten the concept of healthcare delivery system in state sector, making surgical experience cost-effective, affordable and hassle-free, but also caught the fancy of the people of the state. In just seven months—July, 2009 to January, 2010—the Surgery Package Programme has attracted more than 48,000 people; and made a profit of about Rs 57 lakh. Disclosing this here today, Health Minister, Mrs Geeta Bhukkal said that more and more people were coming to government health institutions to avail themselves of the benefits of the package deal. An internal audit was under way to consolidate the claims. All surgeries were free for BPL card holders and residents of urban slums notified by the local and urban bodies. Besides, all types of eye surgeries, caesarean section and cleft lip/palate were free for all sections of the society, she added. Giving details, Mrs Bhukkal said that the 48,000-odd people who availed themselves of the package up to January 31, 2010, included 5,400 BPL patients, more than 300 patients from notified slum areas, and 6,200 expectant mothers who had to pay no charges. Free caesarean sections were done for them. She said that before the launch of the package system, the patients or attendants were asked to get all drugs and consumables required for surgery, making them run around to get them at odd hours. This exposed them to the risk of overcharging by chemists who would often provide them poor quality material. She said that under the Surgery Package Programme, a patient had to just pay a "one time fixed cost" after which everything was taken care of by the hospital. It covers the cost of everything right from the time surgery was advised till the time the patient was discharged. These included all investigations for PAC- Blood, urine, X-ray, ECG etc; all drugs and consumables used in pre, intra, post-operation in the operation theatre and in the ward by the surgeon and anesthetist and staff nurses and five to seven days of medicines at the time of discharge. She said that surgeries were done at very low rates as compared to the private set up. Giving comparative rates of Surgery package and market rates, she said that a Caesarian, Cataract ( IO L), cleft lip/ Palaters which was provided free in the package, costs Rs 20 thousand, Rs 12 thousand and Rs 15 thousand respectively as per the market price. Similarly, hysterectomy costs Rs 3500 under package whereas it costs Rs 20000 in the market, cholecystectomy, Rs 4000 under package costs Rs 15,000 in the market, lap cholecystectomy Rs 5000 under package costs Rs 20,000 in the market. Similarly Hernia and Fistula Surgery, each costs Rs 12000 in the market, costs only Rs three thousand and Rs 3500 under the package. She said that the package also covers the cost of any investigation required but not available in the hospital. The hospital procures drugs and consumables used for surgeries in bulk ensuring procurement of material at cheaper rates, the quality of which was ensured by the procurement committee which included specialists. But the package did not cover costly and uncommon investigations like PCR, Surface Ag, TORCH test and uncommon and costly treatment like immunoglobulin / chemotherapy and radiotherapy, implants and prosthesis. Blood would have to be replaced by the donor but the cost of investigation for grouping and blood matching would be borne by Directorate Health (DH). "In case of any complications arising during or after the surgery, it will be managed within the hospital or any other health unit and the patient will not have to pay anything", Mrs Bhukkal said. If the patient had to be transported to a tertiary care institution, the DH would bear the ambulance expenses but the expenses incurred in tertiary care institute or any other institute would not be the liability of DH/ Health Department. |
