Sonia Gandhi enquired about the prevailing situation of natural calamity in Haryana

Chandigarh – UPA Chairperson, Mrs Sonia Gandhi today enquired about the prevailing situation of natural calamity in Haryana and for relief measures to the flood affected people on telephone from Chief Minister, MR Bhupinder Singh Hooda. Mrs Gandhi has expressed concern over the natural calamity.
Meanwhile, the Chief Minister has deputed Ministers and Chief Parliamentary Secretaries to supervise the relief operations to provide succor to the affected people of flood hit areas. The Education Minister, Mrs Geeta Bhukkal and Chief Parliamentary Secretary RaoDah Singh has been deputed to supervise the relief measures being carried out at Ambala district, the Public Health Minister, Mr Randeep Singh Surjewala and Chief Parliamentary Secretaries, Mr Parhlad Singh Gillakhera and Sultan Singh Jadaula for Kaithal district and Finance Minister Capt Ajay Singh Yadav and Chief Parliamentary Secretary, Mr Dharambir Singh for supervising the relief measures at Kurukshetra district.


Haryana ready for the smooth conduct of the second phase of general elections of Panchayati Raj

Chandigarh – Mr Dharam Vir , State Election Commissioner, Haryana today said that all arrangements have been made for the smooth conduct of the second phase of general elections of Panchayati Raj Institutions in 13 Blocks of four districts of the state that is Hisar, Karnal, Rewari and Yamuna Nagar on July 10, 2010.
He said that necessary instructions have been issued to all Deputy Commissioners and police authorities to ensure that the elections take place in a free, fair and peaceful manner. He said that district authorities have also been directed to provide protection to weaker sections of the society, wherever required. The voting shall start at 7 a.m. and close at 4.30 p.m. tomorrow.
He said that in the second phase, elections are to take place for 7,989 seats of panches, sarpanches and members of panchayat samitis and zila parishads. There would no elections against 2,318 seats as they have been filled up un-opposed. Therefore, the elections shall be held for 5,671 seats, which include 728 seats of Sarpanches, 4,506 seats of Panches, 307 seats of Member of Panchayat Samiti and 130 seats of Member of Zila Parishad. He said that the contesting candidates included 1,377 for Members of Zila Parishad, 1,751 for member Panchayat Samitis, 4,692 for Sarpanch and 12,820 for Panches.
Mr Dharam Vir said that 1,959 polling stations have been set up and 11,10,110 voters will franchise their right to vote. About ten thousand civil officials would be deployed for managing the polling stations and performing other election related duties. About 71 magistrates and 119 supervisory teams would closely monitor polling by frequently visiting the polling stations assigned to them. In each district, one senior IAS officer has been appointed as Election Observer. For maintaining law and order, about 12,910 police personnel and 2,719 home-guards would be deployed. Sensitive and hyper sensitive villages have been identified and adequate police force would be deployed at such places. In addition, there would be police patrol parties to keep a close watch on the law and order situation.
The Election Commissioner also said that Electronic Voting Machines (EVMs) would be used for voting for the election of Sarpanches in all four districts and Members of Zila Parishad in district Karnal. The Election Commissioner also said that the counting of votes for Panches and Sarpanches would be held immediately after the close of poll, whereas for Panchayat Samit and Zila Parishad, the counting would take place on July 12, 2010 from 8.00 a.m. He appealed to all voters to vote in the interest of strengthening democracy at grass root level and become partner in establishing local government.

Chandigarh – While the flood situation in Haryana is improving as water is now receding, the actual loss would be known after the 'girdawari', which the Chief Minister, Mr Bhupinder Singh Hooda has already ordered.
Haryana Chief Minister, Mr Bhupinder Singh Hooda, who visited Jagdishpura, about 5 kms from Kaithal today, issued instructions that in each flood affected village,the village Patwari, Panchayat Secretary, Headmaster or Principal of the school would remain in station and coordinate with the district administration to further intensify relief operation. Also, a team of doctors would be on duty to provide medicare in the village. He said that as these days most of the people have mobile phones, these persons could use that to coordinate with district administration.He added that the local MLA, Mr Randeep Singh Surjewala, who is also Parliamentary Affairs Minister, would supervise this relief operation in the area.
The Chief Minister also interacted with the residents of Jagdishpura and gave them a patient hearing saying that the Government was with them in this hour of crisis. He said that the State has suffered a heavy loss and real picture would emerge after the survey, which would be conducted to assess the damage.
Mr Hooda, who also replied to the questions of media persons said that the UPA Chairperson, Mrs Sonia Gandhi today rang him up and expressed her concern over the prevailing situation in flood affected districts of the state. Mr Hooda said that he apprised her about the loss suffered by the state due to floods in three districts.
He said that the Central Government has already assured all help to Haryana to effectively deal with the floods and provide relief to the people. He said that Army was assisting the rescue and relief operation in three districts of Ambala,Kaithal and Kurukshetra under the guidance of the district administration. He said that he has urged the people to exercise restrain as the Government was with them in this hour of crisis.
Haryana Financial Commissioner and Principal Secretary, Irrigation, Mr S.S.Dhilon said that the estimated loss of about Rs.650 crore due to floods included damage to crops worth Rs.400 crore, damage to network of roads has been estimated as Rs.205 crore and a loss of Rs. 50 crore has been suffered by network of canals. He said that there had been about 300 mm rain in 36 hours and the huge volume of water caused such a situation of floods. He said that the water was now receding because of the drainage system which the State has. The Sutlej Yamuna Link canal which was carrying 8000 cusecs of water, was now flowing with 5300 cusecs of water. The breach is SYL was being plugged and it would be completed by today evening. He said that the people of Kaithal town should not worry as water would not enter the town because of drains around it.
The Chief Minister was accompanied by local MLA and Parliamentary Affairs Minister, Mr Randeep Singh Surjewala,Chief Parliamentary Secretary, Mr Sultan Jadola, former Minister, Mr Venod sharma, Deputy Commissioner Mrs Amneet P. Kumar and other officers of the district administration.


Flood situation in various parts of Haryana

Chandigarh, July 9 – The flood situation in the districts of Ambala, Kurukshetra, and Kaithal has improved considerably. The SYL breach in Kurukshetra district has been plugged.
This information was given by the spokesman of Revenue and Disaster Management Department.

Ambala District

The flood situation in Ambala District is improving considerably. The water level in urban as well as rural areas has come down considerably. The breaches which have caused floods are being plugged. The relief measures are continuing. 38 Tankers of drinking water have been pressed into service in the affected areas. The supply of power as well as drinking water is being restored.
b)
The Ambala-Hisar Highway is likely to start in the Evening for light traffic. Rail service from Ambala has been resumed.

Kurukshetra District
The breach in SYL has been plugged giving relief to the flood situation. The flood situation in Kurukshetra District has improved. The water is receding in the colonies of Kurukshetra City which were flooded. The power as well as drinking water supply are being restored. District Administration is making all efforts to mitigate the sufferings of the People.
University and NGOs are helping the Administration in relief works.

Kaithal District
a)
The flood situation in Kaithal District is showing signs of improvement. Contacts with the villages which were flooded have been restored. Water, Medicines and animal medicines are being provided to the public. 10 medical teams have been put in service. Gurudwaras and NGOs are also helping the Administration in preparation & distribution of food packets.
b)
In Guhla, water level has come down in the flooded areas.
4.
Yamuna Nagar District
Breach has occurred in the Somb River and water has flooded 4-5 villages.The abadis are not affected and the situation is under control. The Administration is actively monitoring the relief and rescue works.
An amount of Rs. 1.00 crore has been sanctioned to the Public Health

Engineering Works Department for dewatering in the flooded areas.
An amount of Rs. 50.00 lacs has been sanctioned to the Animal Husbandry

Department for providing veterinary medicines to the affected in the flooded areas.
An amount of Rs. 50.00 lacs has been sanctioned each to the Deputy

Commissioner, Ambala and Kurukshetra for providing relief to the affected in the flooded areas.
An amount of Rs. 25.00 lacs has been sanctioned each to the Deputy

Commissioner, Kaithal for providing relief to the affected in the flooded areas. So far services of 349 NDRF personnel are involved in the relief and

rescue works. 254 NDRF personnel with 36 Boats are deployed in District Kurukshetra. 85 NDRF personnel with 16 Boats are deployed in District Kaithal.


KUK to give another chance to the students

Chandigarh : Kurukshetra University, Kurukshetra has decided to give another chance to the students who were unable to take their examination on July 8 and 9, 2010 due to flood like situation in the district of Amabala, Kaithal and Kurkshetra. The examination scheduled to be held on July 10 will also be held again for the students who are unable to appear for the exam.
While giving this information today, Controller of Exam Mr. Yashpal Goswami said that examination would also be conducted again on the examination centers where it could not be organized due to flood like situation. The date of examination would be announced later, he added.
