Chandigarh July 6 The Haryana Education Minister Mrs. Geeta Bhukkal today called on the United Progressive Alliance Chairperson Mrs. Sonia Gandhi at New Delhi and requested her to inaugurate the Golden Jubilee celebrations of the Post-graduate Government College at Jhajjar and also lay the foundation stone of Teaching Block and Auditorium of the College.
Mrs. Bhukkal revealed that the College is closely related with Nehru-Gandhi family and the family of Chief Minister Mr. Bhupinder Singh Hooda. She reminded that the College was named after Nehru as its foundation stone was laid by the then Prime Minister Pt. Jawahar Lal Nehru on December 7, 1958. She further said that the cherished memory of the college is also associated with the former Prime Minister Mrs. Indira Gandhi and Ch. Ranbir Singh Hooda, father of the Chief Minister.
Education Minister reminded that the enrolment drive of the college was launched by the then President, All India Congress Committee, Mrs. Indira Gandhi on July 2, 1959 and the first girl student who was enrolled in the college was Ms Krishna D/o Ch. Ghansi Ram of village Chhudani in District Jhajjar. She disclosed that the delegation that arrived with Mrs. Indira Gandhi at that time was received by Ch. Ranbir Singh who was also a member of the constituent assembly. It was a red letter day not only in the history of the college but for the State also.
Mrs. Bhukkal said that she had also apprised Mrs. Sonia Gandhi about various centrally and State-sponsored schemes and activities of the Education, Health and Social Welfare Departments launched by the Chief Minister Mr. Bhupinder Singh Hooda especially for the Scheduled Castes and Backward Classes. Mrs. Gandhi had shown keen interest in the scheme launched in the State for the socio economic upliftment the poor sections of the society. She said that she had discussed the innovative schemes of the departments under her when she called on her last time also.


Mr. Alok Kumar Roy promoted as Inspector General of Police, Haryana

Chandigarh, July 6-Haryana Government has promoted Mr. Alok Kumar Roy to the rank of Inspector General of Police, Haryana with the effect from June 8, 2010 the date on which his immediate junior Mr. Balbir Singh was promoted as IGP.
His promotion will be subject to the condition that there was nothing adverse in his pending annual confidential reports (ACR).


Rainfall in Haryana

Chandigarh, July 6- Haryana has received three times more rainfall between July 1 and 6,2010 as compared to the corresponding period of the year 2009-10 and much more than the rainfall received during the same period in 2008-09.
While stating this here today, a spokesman of Revenue Department said that entire State received 4851 mm rainfall from July 1 to 6, 8 a.m. to 8 a.m., as compared to 1654 mm received during corresponding period in the year 2009-10 and 403 mm in the same period during 2008-09.
He said that Ambala had received 182 mm rainfall as compared to 59 mm last year. Naraingarh received 92 mm as compared to 12 mm, Jagadhri 152 mm as compared to 20 mm, Chhachhrauli 125 mm, Mustafabad 114 mm as compared to 39 mm, Radaur 232 mm as compared to 42 mm.
Bhiwani had received 109 mm rainfall as compared to 29 mm rainfall last year, Dadri 79 mm as compared to 18 mm, Loharu 2 mm as compared to 7 mm, Siwani, Bawani Khera and Tosham 16 mm each as compared to 7 mm. Faridabad 34 mm as compared to 18 mm, Ballabhgarh 24 mm as compared to two mm, Gurgaon 159 mm as compared to five mm, Farukh Nagar 190 mm as compared to 12 mm, Sohna 111 mm as compared to 24 mm, Pataudi 212 mm as compared to 65 mm, he added.
The spokesman said that Hisar received 23 mm rainfall as compared to 10 mm rainfall received during the corresponding period last year, Hansi 18 mm as compared to nine mm, Adampur nine mm as compared to two mm, Jind 42 mm as compared to four mm, Narwana 41 mm as compared to 44 mm, Safidon 72 mm as compared to 72 mm, Julana 70 mm as compared to 24 mm, Uchana 23 mm as compared to 23 mm, Pilu Khera 47 mm as compared to 25 mm, Karnal 105 mm as compared to 12 mm, Assandh 38 mm as compared to 53 mm, Indri 145 mm as compared to 35 mm, Nilokheri 123 mm as compared to 25 mm, Gharaunda 58 mm as compared to 23 mm.

Admissions to the courses being conducted in the ITIs on fixed date

Chandigarh, July 6- Admissions to the courses being conducted in the ITIs, ITIs (Women), ITC, CoEs and Deaf and Dumb Welfare Centre, Gurgaon will be made up to 8 p.m. on the fixed dates.
While stating this here today, a spokesman of Industrial Training and Vocational Education Department, Haryana said that the students who could not seek admission up to 8 p.m. should report for admission to the institute at 9 a.m. next day.


Counselling for admission to MBBS and BDS courses Haryana

Chandigarh, July 6- The counselling for admission to MBBS and BDS courses in Government/Government Aided Medical/Dental Colleges in Haryana State will be held in the office of the Director, Pt. B.D. Sharma PGIMS, Rohtak on July 15 and 16, 2010.
While stating this here today, a spokesman of PGIMS, Rohtak said that counselling for general category candidates having rank from 1 to 338 would be held on July 15 and counselling for SC category candidates from rank 1 to 51, BC-A from rank 1 to 80, BC-B from rank 1 to 139, physically handicapped rank 01, ex-servicemen from rank 1 to 15 and for freedom fighters category candidate from rank 1 to 02 would be held on July 16.
The candidates should appear before the counselling board well on time along with all original documents. Videography and thumb impression would be taken at the time of counselling, he added.


DHBVN to organize Bijli Baithaks in villages

Chandigarh, July 6- To redress grievances of consumers promptly, the Dakshin Haryana Bijli Vitran Nigam (DHBVN) will tomorrow organize "Bijli Baithaks" at village Kharia in district Sirsa, village Laharian in district Fatehabad, Sub-urban Sub Division Dadri, City Sub Division Narnaul and village Ujeena in district Mewat.
A spokesman of DHBVN said that the Baithaks would start at 10 a.m. and the complaints and grievances would be attended on first come first serve basis. All type of complaints including meter reading, correction of bill, change of meter, new connection, replacement of electric installations, system improvement, power supply, etc. of the consumers of concerned operation division will be entertained and redressed at site in the Baithaks. The officers, including chief general manager, general manager, deputy general manager and asstt general managers, would remain present for whole of the time in the Baithaks with all concerned officials. The relevant record will be available in the Baithaks to redress the complaints at site. Meters have also been arranged in the Baithaks so as to redress the complaints relating to change of meter and new connections.
Chandigarh, July 6- The Haryana Government has approved the composite area norms for educational facilities in licensed colonies as well as for change of land use permission cases.
As per a letter issued by the Financial Commissioner and Principal Secretary, Town and Country Planning Department, 0.2 acres of land each will be required for crèche and nursery school, one acre for primary school, two acres for middle school, five acres for high / secondary school with residential facility. For college and Engineering and Technology College, 10 acres of land each will be required. For Pharmacy College and Hotel Management & Catering Technology and Applied Arts & Crafts, 2.5 acres of land each will be required. For Architectural Degree, five acres of land will be required and for MBA/MCA, land should be 1.25 acres.
Similarly, for B.Ed/M.Ed./D.Ed./JBT course, one acre land plus 0.25 acre for each additional course will be required. For Polytechnic and Medical College with Hospital, five acres and 25 acres of land will be required respectively.
These area norms has been approved to follow uniform norms for educational institutions in residential colonies being developed by Haryana Urban Development Authority, Colonizers and change of land use cases in controlled areas as well as municipalities


DHBVN started the facility of registration of complaints relating to power supply through SMS

Chandigarh, July 6- The Dakshin Haryana Bijli Vitran Nigam (DHBVN) has started the facility of registration of complaints relating to power supply through SMS at Bijli Suvidha Kendra (BSK), Faridabad.
While stating this today, a spokesman of DHBVN said that a dedicated mobile phone number 9911181912 had been made available for receiving complaints through SMS. The consumer making complaint through SMS would be given message back telling him number of registration of his complaint and tentative time to be taken in restoration of power supply. This facility would be provided at all the BSKs in the area of DHBVN.
The Nigam had also provided toll free telephone number 1912 to get lodged complaints regarding power supply at all the BSKs located at district head quarters in the area of DHBVN. Complaints could be got registered on 1912 from land the number of the BSNL, he added.
He said that DHBVN had made available two other mobile phone numbers 9540061912 and 9718951912 and seven land line numbers 129-2238118, 2440351, 2443429, 2440355, 2440352, 2443428 & 2440353 for registering complaints at the BSKs. One computer had also been provided at BSKs to computerize the complaint system. The earlier mobile of BSKs 9540954698 & 9540954699 would be closed and in place of these, the number i.e. 9540061912 and 9718951912 had been made operative for registering the complaints at Bijli Suvidha Kendras.
He said that DHBVN had allotted a special mobile no.9540954699 where any consumer could enquire about the availability and procedure for replacement of his defective meters and the names & contact no. of dealers/firms from where meters could be purchased. This facility of enquiry would remain available from 9 AM to 5 PM on all working day of the week.
The Nigam has started SMS services for providing information regarding power cuts/shut down/break down of each 11 KV feeder to two prominent persons of each 11 KV feeder through SMS by the Bijli Suvidha Kendra. This information would also be given to all senior officers of the Nigam to ensure proper monitoring of power supply to the consumers, he added.


Policy for jobs in Ex-Servicemen (ESM) category in Haryana

Chandigarh, July 6– The Haryana Government has decided that in case no candidate from Ex-Servicemen (ESM) category is found suitable for appointment even on re-advertisement of the posts, the vacancies reserved for ESM of a particular category will be filled up from amongst the same category candidates.
As per a circular issued by Chief Secretary, Mrs Urvashi Gulati, which is addressed to all the Financial Commissioners and Principal Secretaries, all Heads of the Departments, Divisional Commissioners and Deputy Commissioners, if suitable candidate belonging to Scheduled Castes of ESM category is not available, the post can be filled up from amongst the candidates of Scheduled Castes. The same position shall be followed in other categories as well.
The decision has been taken in view of non availability of eligible ESM candidates and as such most of the vacancies of direct quota remain unfulfilled.
It may be mentioned that the State Government has provided 14 per cent horizontal reservation for ESM category in direct recruitment in Group ‘C’ and ‘D’ categories. One per cent reservation has been provided to ex-servicemen belonging to S.C-A and S.C.-B each; two per cent for ESM belonging to B.C.-A; three per cent for ESM of B.C.-B and seven per cent for ESM belonging to general category.


Hooda urged the Union Finance Minister to increase upper limit of loan under Debt Swap Scheme

Chandigarh, July 6– The Haryana Chief Minister, Mr Bhupinder Singh Hooda today urged the Union Finance Minister, Mr Pranab Mukherjee to increase upper limit of loan under Debt Swap Scheme, make tenants and sharecroppers eligible for taking agricultural loans, provide interest subvention to the loanees of Long Term Cooperative Credit Structure and decrease the rate of interest charged by the banks from BPL families in Self Help Groups.
Mr Hooda, who was speaking in the meeting of Chief Ministers of North Zone States held under the Chairmanship of Union Finance Minister here today, said that upper limit of loan under Debt Swap Scheme should be increased from Rs 50,000 to Rs two lakh, as the maximum amount of loan disbursed under this scheme was quite inadequate to make any significant impact on indebtedness. Only an amount of Rs.50,000 is being given under this scheme which is on the lower side. For a prosperous state like Haryana, farmers had to take a loan of Rs. two to three lakh from local non-institutional sources to meet any major farming or non-farming need.
He also urged the Union Finance Minister to earmark at least three per cent of the target of disbursement of loan for agriculture for extending loan under Debt Swap Scheme. Banks in Haryana had disbursed loans of Rs.55.89 crore up to December, 2009 against the pro-rata target of disbursement of Rs.424.22 crore. Tremendous improvement in disbursement under this scheme was required to make any meaningful impact on indebtedness. Massive awareness campaign should be conducted in each block so that the farmers get to know about the operations of Debt Swap Scheme which can free the farming community from the clutches of money lenders, he added.
Underscoring the need for making tenants and sharecroppers eligible for taking agricultural loans, Mr Hooda said that Rural Financial Institutions (RFI) should not concentrate only on large borrowers to bring down the cost. Small borrowers were in fact more important than large borrowers. There was inter-regional difference in the reach of RFIs. Their reach should be in every nook and corner of the state so that people in every area could benefit from credit lending.
He said, “Presently, banks are seeking collateral of agricultural land for securing agricultural loans. But, agricultural land is valued at a very conservative rate. As far as lending by Cooperative Bank is concerned, the floor rates fixed by Government are the minimum value for the purposes of collateral benefit. The same principle should be followed by Commercial Banks”.
He said that Commercial Banks should adopt the same policy for commercial loans as is adopted by them while settling of Non Performing Assets (NPA) in commercial and industrial sector.
Urging the Union Finance Minister to extend the facility of interest subvention to the loanees of Long Term Cooperative Credit Structure on the pattern of short term, the Chief Minister said that the Haryana Government had already been providing interest subvention at the rate of five per cent to the loanees who are regular in paying their current installments of Long Term Cooperative Credit Structure, whereas the Government of India had been providing interest subvention at the rate of two per cent under Short Term Cooperative Credit Structure for crop loan to those loanees who are regular in remitting their current installments.
He also suggested that the rate of interest charged by the banks from BPL families in Self Help Groups should not be more than seven per cent, which is normally charged by banks for agricultural advances. Presently, banks are charging interest at the rate ranging from nine per cent to 12 per cent from BPL families in Self Help Groups.
Spelling out the reasons of farmers going into debt traps, the Chief Minister said that our banking system either did not supply the full amount of loaning needs of farmers or paper work was just too cumbersome. Sometimes Bank loan was not easily available in villages or was not available beyond official working hours. The banks should ponder over such left out loaning opportunities and come up with a comprehensive solution.
Stressing the need of launching a time bound campaign to cover all the eligible farmers under Kisan Credit Card (KCC) Scheme which is an important instrument for enabling farmers to avail hassle free credit. Still many eligible farmers were yet to get KCC.
Urging the Union Finance Minister to announce the decision to implement recommendations of Vaidyanathan package for revival of Long Term Cooperative Credit Structure, Mr Hooda said that there was an urgent need to implement Vaidyanathan package, as the reimbursement of Rs 325.27 crore to Haryana State Cooperative Agricultural and Rural Development Bank and its district level branches for its accumulated losses, which was promised in 2008-09 to Haryana Government had not so far been made.
He also requested the Union Finance Minister to triple the income limit for Differential Rate of Interest (DRI) scheme so that more people could benefit from it. He said that the eligibility criteria of Rs. 18000 per annum for rural area and Rs. 24000 per annum for urban area was too low to enable many people to take loans. The income limit should be state specific and in Haryana there was an urgent need to revise it. Moreover, Indira Aawas Yojna (IAY) beneficiaries were now eligible for DRI loans up to a limit of Rs. 20,000 but most of them could not avail DRI loans due to insistence on costly and cumbersome paperwork by Banks. Banks should find a reasonable solution to this problem.
Urging the Union Finance Minister to announce guidelines for the contributory pension scheme for informal sector at the earliest, Mr Hooda said that on the lines of the scheme announced in the Union Budget, the State Government had initiated the "Mahatma Gandhi Swavlamban Pension Scheme" for the members of milk cooperatives and cane growers' cooperatives, wherein each member will contribute Rs.200 per month, the Society/Federation/State Government Rs.100 per month, and the Government of India Rs.1000 per annum. The contribution would go to a fund managed professionally as per the guidelines of the Pension Fund Regulatory and Development Authority. The fund would provide workers a retirement pension to support them in their old age.
The Chief Minister also urged the Union Finance Minister to allow Haryana to avail the benefit of the Central scheme- Aam Aadmi Bima Yojana (AABY) by converging it with Rajiv Gandhi Bima Yojana which is being implemented by the Haryana Government in place of AABY as it is more beneficial for the people of the State.
“While AABY covers only rural landless labourers in 18-59 age group, the state scheme covers all domiciles of Haryana in both urban and rural areas in 18-60 age group except income tax payees/government servants. Financial assistance is also much more than that of AABY in the case of death or disability”, he said.


Child Labour Rehabilitation Centre at Panipat proved a boon

Chandigarh, July 6- Child Labour Rehabilitation Centre being run at Shiv Nagar, Panipat has proved a boon for those children who could not pursue their studies for one or other reasons.
While stating this here today, official spokesmen said that the centre had been set up under National Child Labour School Project of Government of India with a view to raising the living standard of the children of workers and bring them into main stream of the society. The school was meant for the worker’s children, especially for those who want to earn while studying. Besides formal education, moral education was also imparted to the wards of labourers.
He said that the main aim of the project was to get the children in the age group of nine to 14 years to pass Class V within a period of three years. As many as 53 students were getting education in this rehabilitation centre. These students would be imparted basic education within three years and thereafter they would be admitted in the schools for regular studies. The lodging and boarding arrangements had also been made within the school campus. Vocational training and computer education was also imparted to the students. Music instruments had also purchased and provision for conducting music classes was being made shortly. Besides formal education, the students in this centre were also imparted technical training mobile repairing and electrician, etc.
The spokesman said that without education, no society could progress. Quality education was need of the hour in the age of globalisation. Efforts should be made to provide quality education to the children of weaker sections, especially of labour families so as to establish a healthy, educated and developed society. As many as 62 child labour schools were being run in district Panipat under Child Labour School Project. As many as 3,100 child labour children were being imparted education in these schools and out of them, 498 children had been brought into main stream by getting them admitted in the various schools. Children in these schools were getting education under the supervision of 186 teachers who are periodically sent to training camps.
A 15-year old boy named Arjun who is living in the rehabilitation centre said that he used to wonder at Railway Station and do the work of sweeper before coming to this centre. He had got a new life. He said that after completing his studies, he wanted to be a Doctor. He got an opportunity to appear in the examination of Class VIII conducted by the Open Board thanks to rehabilitation centre. Now he would be got admitted to Class IX in the school.
