Haryana Government has launched Jawahar Social Infrastructure Mission

Chandigarh, March 5- Haryana Government has launched  Jawahar Social Infrastructure Mission with a budget of Rs. 150 crore to create state-of-the-art schools, vocational education and training centres and state institutes for the differently abled children who are mentally challenged and suffer from impaired vision, hearing and speech. Homes for senior citizens and children in need are also being set up.
While stating this in his address to the members of the Haryana Legislative Assembly on the first day of the Budget Session, here today, the Governor, Mr Jagannath Pahadia said that more than 19 lakh people are receiving financial assistance under different social security schemes. Rates of monthly pension have been substantially increased for the aged, the differently abled, widows and the destitute. Budget for this purpose has been more than doubled from Rs.660 crore in 2008-09 to Rs. 1374 crore during the current financial year.
The Governor expressed satisfaction that peace has been maintained in the state and there is rule of law. Minorities and weaker sections of the society remain well protected. Communal harmony is intact. Several initiatives have been taken to modernize the police force and to make it high-tech. The cooperation of citizens and community in policing endeavours has been encouraging, he added.
He said that a Timely Repayment Incentive Scheme for long term loans has been introduced under which interest subvention has been increased from three to five per cent for both agricultural and non-agricultural loanees. The scheme of interest subvention of two per cent on timely repayment of crop loans is already in operation. This interest subvention is in addition to the benefits available under Government of India scheme. The effective rate of interest for the farmers will be four  per cent in case of timely repayment of loan.
The Government has taken another major decision by suitably amending the Haryana State Cooperative Societies Act, 1984 so that the land of the borrower farmers is not put to auction in case of default. Recovery of loan amount will be made by leasing the mortgaged land and a specified portion of the lease amount will be adjusted towards the recovery of the loan amount and the rest will be available for meeting the consumption needs of the loanee. Yet another progressive step taken by the Government has been to release the already mortgaged land of the loanee farmers after reassessing the value of the land. Under the scheme, about 6000 acres of excess mortgaged land belonging to 4463 farmers has already been released.
In order to honour the commitment made in last address to the House, the loan limit for rural artisans and petty shopkeepers has been increased from Rs.25000 to Rs.35000.To tackle the challenge of unemployment, the Swaranjayanti Gram Swarozgar Yojana is being implemented in rural areas. The scheme aims at establishing micro enterprises based on the skills of the poor and the potential of the area. By January 2010, an amount of Rs.1840.48 lakh had been spent for assisting 11851 beneficiaries.By January 2010, about 40 lakh persondays of employment had been generated in 2009-10 under the Mahatma Gandhi National Rural Employment Guarantee Scheme. Ambala district has been awarded the national award for excellence in the administration of the scheme.
Under the Mahatma Gandhi Gramin Basti Yojana, free residential plots of 100 square yards  have already been  allotted to 2.91 lakh  eligible SC, BC(A) and BPL families. The process is under way to allot plots for the remaining identified families. The development of internal roads under the scheme has been dovetailed with the Mahatma Gandhi National Rural Employment Guarantee Scheme.
Under the Indira Awaas Yojana, grant-in-aid of Rs.35000 per unit is being provided for construction of dwelling units by the BPL families. As many as 25611 houses are expected to be constructed during the current financial year with a financial assistance of about  Rs. 90 crore.In order to improve the sanitation, environment and health determinants in villages, the Government is implementing the centrally sponsored scheme of Total Sanitation Campaign.  Mukhya Mantri Sanitation Incentive Puruskars have been instituted to create a competitive environment amongst the Gram Panchayats. Increasing access to hygienic toilets and eliminating the practice of 'open defecation' will go a long way in improving the quality of life in rural areas.
Haryana government is promoting public private partnership to accelerate the development of road infrastructure. The improvement of Gurgaon-Faridabad road and Ballabhgarh-Pali-Dhauj-Sohna road has been taken up on build-operate-transfer basis. Under Pradhan Mantri Gram Sadak Yojana, 710 kilometers of rural roads have been improved in 2009-10. As many as 13 ROBs with an approximate cost of Rs. 298 crore are under construction and seven ROBs have been completed in the current year. After completion of the first phase of Rajiv Gandhi Roads & Bridges Infrastructure Development Programme, the second phase with an increased outlay of Rs. 5000 crore has been taken up to provide further impetus to infrastructure development.  As many as 700 buildings with costingRs.1500 crore are under construction. Work on Rohtak-Jhajjar-Rewari and Sonepat-Jind railway lines costing about Rs.596 crore is under progress.
Haryana Roadways has introduced the first phase of city bus service in Faridabad under the Jawahar Lal Nehru National Urban Renewal Mission in January, 2010.A new transport policy has been framed with a view to providing efficient passenger transport to the public. More than 1700 new stage carriage permits are proposed to be offered for allotment. This step aims at not only improving the transport system but also providing employment to a large number of unemployed youth. Modern bus stands are proposed to be constructed on PPP mode to provide quality services to the public and to offer all modern facilities.
During the current year, 22,865 hectares are being brought under tree plantation. Seedlings have been distributed free of cost. A statewide action plan is being prepared for disposal of bio-medical waste with the help of the Health department and hospitals. Use of plastic carry bags not meeting the notified specifications has been banned in the state. A complete ban on plastic articles has also been imposed in the historic town of Kurukshetra and other notified religious places as well as in wild life sanctuaries, national parks and public parks in the state. A hazardous waste treatment and disposal facility at Pali, Faridabad is likely to be commissioned soon.
Keeping in view the ensuing Commonwealth Games, the state government is facilitating the availability of over 6500 rooms in the National Capital Region. To promote sports in the rural area, 171 stadiums have been sanctioned out of which 96 have been completed. Work is in progress on the remaining locations.Development of Panipat-Kurukshetra-Pinjore circuit is at an advanced stage. Recently upgraded Bhima Devi complex at Pinjore, has been adjudged as the best preserved tourism-friendly monument by the government of India. With a view to making Pinjore a heritage destination, the work of conservation of its historical buildings is in progress. Two major camping sites at Dundahera and Surajkund are also being setup. Mahabharata gallery at Sri Krishna Museum, Kurukshetra is under construction. Haryana has been adjudged as the best state for 'Meetings, Incentives, Conferencing and Exhibitions Tourism' by Pacific Area Travel Writers Association and best state for conservation and preservation of heritage in the 5th Hospitality India and Explore the World Annual International Awards-2009.
While expressing the concern of his Government about the price rise of essential commodities, he said that  the state government has taken several measures to ensure that food articles are available in the state and the supply is not hampered. The state government has imposed a stock limit on wheat, rice, sugar, pulses and edible oils in order to prevent hoarding. Wheat releases are being made to above poverty line consumers under the Targeted Public Distribution System. Adequate supply of wheat and pulses is being ensured to BPL consumers. The state government has decided to issue Smart ration cards to check leakages in the public distribution system.
He said that the Government has taken a landmark policy decision to confer proprietary rights on dohlidars, bhondedars, muqarrirdars and butimars as a measure of agrarian reform. These special categories had been allotted land in lieu of services rendered by them to the community. Even though they have been tilling the land for several generations, they cannot alienate or mortgage such land even for raising loans from financial institutions. This revolutionary step to confer proprietary rights on these special categories will mitigate their miseries.
Computerized copies of record of rights are being issued to the landowners. Systemic efforts are being made to modernize the land records and a proposal for 8 districts, namely Gurgaon, Palwal, Jind, Kurukshetra, Jhajjar, Faridabad, Mewat and Sirsa has been sent to government of India for assistance under the National Land Record Modernization Programme. To promote appropriate standards and to regulate the functioning of property dealers, the rules under the Haryana Regulations of Property Dealers and Consultants Act, 2008 have been notified and are being enforced.
He described Haryana as an emerging IT hub with almost all the leading IT companies having set up their base in Haryana, accounting for an export of about Rs. 21,000 crore during 2008-09.  IT education facilities are now being introduced in schools and colleges in a phased manner. Similar initiatives have been taken to upgrade the skills of government employees for successful implementation of e-Governance initiatives. Haryana is the first state to have implemented its State Wide Area Network with an approved project cost of Rs. 102.62 crore for voice, data and video transmission. As many as 800 government offices located across the state are in a position to use these services. Connectivity will be provided for another about 500 offices. The work for establishment of the State Data Centre is at an advanced stage of award and is expected to be completed by the middle of the next financial year. A new project, namely the State Service Delivery Gate-way, e-Forms and State Portal is also being implemented for optimal utilization of infrastructure services.
The state has already received national awards for its e-Governance initiatives in the Technical Education department and Haryana Urban Development Authority for computerization of allottee accounts. Some of the flagship projects currently in hand include the Smart Card Project for the Public Distribution System of Food and Supplies department, driving license and vehicle registration project of the Transport department, and a holistic project of the computerization of Commercial Taxes department. A mission mode project known as "e-District" is envisaged to be implemented with financial assistance from government of India on pilot basis under the National eGovernance Plan.
The state government has exempted goods sold through central police canteens from payment of tax in view of the arduous duties of Central Police Forces. It has been decided not to levy tax on the goods sold to Delhi Metro Rail Corporation for completion of Delhi-Gurgaon Metro Link Project.The motor-cabs of other states plying in the National Capital Region stand exempted from payment of passenger tax. Tax rate on mutilated rags used for manufacturing cheap quality shoddy blankets has been reduced from 12½  per cent  to five per cent in deference to the needs ofthe poor.

Chandigarh, March 5- Haryana Govrnor Mr Jagan Nath Pahadia  today said that  the revenue receipts of the State have registered an increase of about 22 per cent  from April, 2009 to January, 2010 over the corresponding period of the last financial year.
The Governor, Mr Jagan Nath Pahadia, who was addressing the State Assembly on first day of the Budget Session here today said that while India is gradually recovering from the economic slowdown that had hit the global economy in the year 2007, " we are expecting a growth rate of more than 7 per cent in the current financial year". He said that it was due to the resilience of the Indian economy and timely measures taken by the central government under the able leadership of Dr. Manmohan Singh.
Haryana has also witnessed a partial reversal of the adverse effects of the crisis in the current financial year. The Gross State Domestic Product is expected to grow at 8.1 per cent in 2009-10, 0.2 percentage points higher than the 2008-09 growth rates. The state is on the path to recovery. The government is committed to continue the recovery measures with renewed optimism and vigour, he added.
He said that the Government has taken an unprecedented lead in providing financial support to nearly 18 lakh needy students studying in government schools. Monthly stipend between Rs. 75 and Rs. 400 per head is provided to all students belonging to Scheduled Castes, Backward Classes (A) and below poverty line families from class I to XII. With a view to reducing gender gap and encouraging girls to pursue education, the rate of stipend for girls has been kept at a level higher than that of boys. Besides scholarship schemes for meritorious boys and girls, free text books and work books are being provided to all students in government schools from class I to VIII. Enrolment of students including girls belonging to weaker sections has shown appreciable improvement.
The strategies of mass awareness and targeted incentives have improved the gross enrolment ratio at elementary level to 98.86. A pilot project has been launched in 40 schools at elementary level for computer aided learning. Computer education at high and senior secondary level has been introduced in 1089 schools. Sakshar Bharat, another innovative Central scheme, has been launched to improve literacy.It  will cover 10 educationally backward districts in the state having low female literacy. There is a plan to involve women self-help groups for cooking mid-day meal in schools. This would generate income for women and improve community participation. The seats in various colleges and universities have increased substantially, mainly in job oriented courses like sciences, computers, commerce and economics. The access to higher education is being further improved by strengthening infrastructure of the existing government colleges and setting up new institutions in the private sector. Under the Haryana Private Universities Act, 2006, two private universities have also been set up and  Central University at Mahendergarh has already started functioning. The Indian Institute of Management has also started functioning at Rohtak.Measures to improve quality of higher education include introduction of semester system which would be further strengthened. Computer education is also proposed to be made compulsory for all students in higher education system.
The Governor said that  8255 new Anganwari centres will be added to the existing network of 17444 Anganwaris. Out of these, 1081 Anganwaris will be located in minority habitations and 873 in Scheduled Castes' habitations. A sum of Rs. 179.46 crore would be spent for providing supplementary nutrition to the children from six months to six years of age, pregnant women, lactating mothers and adolescent girls. Fresh initiatives of the government include revision of nutritional and financial norms under Supplementary Nutrition Programme in ICDS by increasing the rate from Rs. 3 to Rs. 4 per child per day and from Rs. 5 to Rs. 6 for the severely malnourished. Now two meals are being provided to the children attending Anganwaris in the form of morning snacks and regular hot meals. The 'Ladli' scheme launched in 2005-06 to address the issue of declining sex ratio has been receiving overwhelming response and has benefited 85991 families. The state government has decided to extend the scheme for another five years.Sakshar Mahila Samoohs will be further strengthened and involved in accelerating the pace of social development in villages. Mahila Chaupals will be made effective fora for activities and capacity building of women.
He said that  steps have been taken to revamp technical education to meet the requirement of industries for qualified technical manpower. Five  locations have been identified for setting up ITIs and 85 locations for skill development centres in PPP Mode and has forwarded the proposal to Government of India. Polytechnic institutes at Cheeka, Narwana, Sampla, Lisana and Sanghi and a Central Institute of Plastic Engineering and Technology at Murthal are some of the new projects in the pipeline. The requirement of skilled manpower is being catered to through a network of 78 industrial training institutes and 31 women industrial training institutes with 27792 seats.  Institute Managing Committees have been formed to provide regular and direct interaction between the industry and institutes and to provide them with functional, financial and managerial autonomy.
The training of women for self-employment as well as for employment in the industries has been taken up on priority. There is a facility of co-education in 78 industrial training institutes while 31 institutes are being run exclusively for women. Also, 30 per cent of seats have been reserved for women candidates in all industrial training institutes in the state. No tuition fee is charged from the women trainees in all these government institutes.
He said that the Government is also promoting alternative systems of medicine besides emphasizing preventive and promotive aspects of health care. Ongoing recruitment of doctors, free medicines, surgery package, free treatment of poor patients, upgradation of district hospitals, setting up health centres in urban slums, construction of new sub centres, PHCs and CHCs on a large scale, 24×7 PHCs are some of the major initiatives to strengthen government health services.  Haryana Swasthya Vaahan Sewa No. 102, consisting of a network of 319 ambulances, is benefiting pregnant women and population living in rural areas in times of medical emergency.  More than 40,000 cases have already been transported of which 53.4 per cent  are pregnant women. A new scheme named Indira Bal Swasthya Yojana providing comprehensive health care to over 40 lakh children up to 18 years of age was launched recently. As many as 14 lakh children in government primary schools have been covered in the first phase.Free treatment will be provided to children belonging to BPL families in case of cancer, heart ailment and disability. For this purpose, Indira Bal Swasthya Kosh is being established. In another first of its kind initiative, Nehru Drishti Yojana has been launched to facilitate eye donations. Toll free '102' telephone number can now be called for eye donation as well. Eye collection centres have been established in all the district hospitals.
He said that the Government has taken great strides in medical education. Besides two new medical colleges in Mewat and Khanpur Kalan (Sonepat) which are already under construction, another new medical college is being established at Karnal in the memory of late Kalpana Chawla. One more medical college is being set up at Faridabad by the ESI Corporation.  These institutions would provide increased access to students aspiring for medical education and expand tertiary level care in the state. The All India Institute of Medical Sciences, Phase-II is being set up at village Badhsa in district Jhajjar. At the same time, the Post Graduate Institute of Medical Sciences, Rohtak is being upgraded at a cost of Rs. 150 crore under Pradhan Mantry Swasthya Suraksha Yojana.

Government has decided to impose a complete ban on mining of major minerals

Chandigarh, March 5- Haryana Government has decided to impose a complete ban on mining of major minerals in the districts of Faridabad, Gurgaon and Mewat for a period of ten years and has initiated steps for preparation of a 30-year perspective mining plan for the state.
While stating this in his address to the members of the Haryana Legislative Assembly on the first day of the Budget Session, here today, the Governor, Mr Jagannath Pahadia said that this decision would ensure that the scarce natural resources are exploited in a judicious manner.
He said that it has been decided to undertake a complete review of the State Minor Mineral Concession Rules through a consultative process with the stakeholders. The state government has already notified a Scheme of Mining comprising the guidelines for grant of mineral concessions, establishment of the Aravalli Rehabilitation Fund and the constitution of a monitoring committee for the district of Faridabad. Similarly, consultants have been engaged for preparation of a rehabilitation and restoration plan for the sites mined and left abandoned in the past. As a result of concerted efforts made by the Government, the Supreme Court has permitted mining of minor minerals to be resumed over an area of 600 hectares in Faridabad district. It would be the endeavour of the government to put in place a long-term mining plan to ensure a balance between meeting the market demand of construction material and optimisation of the natural resources in accordance with the principles of sustainable development.
The Governor said that the State Government has made a headway with the identification of three early bird projects including a Multimodal Logistics Hub, an Exhibition-cum-Convention Centre and a Mass Rapid Transport System from Gurgaon to Bawal as a part of the mega project of Delhi-Mumbai Industrial Corridor which is being developed along the alignment of the freight corridor running for about 1480 kms through six states. This holds a great promise for development and growth of the state.
The government has decided to re-visit the Industrial Policy of 2005 and finalise and announce the revised Industrial Policy by the end of April, 2010 with a focus on hassle-free approvals and clearances to the entrepreneurs in an efficient and transparent manner with increased use of information technology.
Having been ranked as the front-runner in attracting the highest per capita industrial investment by the Centre for Monitoring of Indian Economy for the year 2007, an investment of Rs. 43,500 crore has already been catalysed in the state since 2005 while proposals worth Rs.1,01,000 crore are in the pipeline. The state has received a total investment of Rs. 12,500 crore through the Foreign Direct Investment route of which an investment of Rs. 9,277 crore has materialised during the last five years. The overall industrial growth in the state has been possible primarily with the provision of high quality industrial infrastructure, peaceful labour relations and pro-active supporting initiatives of the government.
He said that the State Government was taking steps to provide housing facility for industrial workers housing and development of facilities for their skill development to increase the employability of our people.
The Governor said that implementation of the Nuclear Power Plant project would begin during the 11th plan itself as the pre-project activities to set up 1400 MW in Phase-I have been initiated by the Nuclear Power Corporation of India. He said that the Central Government has already accorded in principle approval for the site at village Gorakhpur in district Fatehabad for setting up of this project.
The outlay of Rs.25524 crore on power in the 11th plan has been the highest ever. In the year 2009-10, the total likely expenditure on improvement of generation, transmission and distribution network will be more than Rs. 5268 crore. In the last five years, 179 new substations have been constructed. Capacity of 355 existing substations has been augmented. Also, 2372 Km of new transmission lines have been laid.
While pointing out that the demand for electricity is growing rapidly in Haryana, he said that on an average, the government is supplying  907 lakh units of electricity daily to the people of the state. A large investment has been made in the last few years to add additional 5000 MW generation capacity enabling the state to double the availability of power by 2011-12. He said that all generation projects started by the Government are on the fast track. He said that 600 MW Unit-I of 1200 MW Rajiv Gandhi Thermal Power Project at Khedar, Hisar was synchronized in December, 2009 in a record period of 35 months. The Unit-II of this project is expected to be commissioned in April, 2010. Power from this plant will give substantial relief to the state during the ensuing summer and paddy season this year.
The work on Indira Gandhi Super Thermal Power Project of 1500 MW capacity  being set up at Jhajjar under a joint venture of government of Haryana, government of National Capital Territory of Delhi and the National Thermal Power Corporation is at an advanced stage of construction. The first 500 MW unit of the project is expected to be synchronized in July, 2010. The second and the third 500 MW units are likely to be ready in December, 2010 and February, 2011. The first 660 MW unit of the Mahatma Gandhi Super Thermal Power Project at Jhajjar is next in line to be commissioned in December, 2011 and another 660 MW Unit-II by May, 2012.
In addition to increasing own generation, Haryana has also entered into power purchase agreements with independent power producers and Central sector projects to ensure additional availability of 5691 MW power over the next 4-5 years. These include 1724 MW of power finalised through tariff based competitive bidding under the Case-1 Policy of Government of India from projects to be set up outside Haryana. The system for evacuation of this power is being put in place by providing sufficient transmission network.
To give quality power to rural areas, the work of segregation of rural domestic and agricultural load is near completion. This has vastly improved both the quantity and quality of power supply to the villages. Also, 2,36,913 connections are proposed to be released to families living below poverty line under the Rajiv Gandhi Gramin Vidyutikaran Yojana at an estimated cost of Rs. 240 crore. Of these, 91,347 BPL connections have already been released by January, 2010. Various other schemes have been initiated such as high voltage distribution system, strengthening of distribution network by creation of new substations and distribution lines. All these measures will lead to improvement in the power supply to the consumers of the state.
He said that the State Government is actively promoting renewable energy and has signed MOUs with 15 independent power producers for setting up 30 renewable energy power projects of 212 MW with an approximate investment of
Rs.1270 crore. Solar water heating systems, solar street lights and solar lamps are also being promoted in a big way. Haryana has taken a lead in the promotion of solar water heating systems by providing financial incentives to individuals and institutions. The state government has approved a proposal to add 44.6 MW power by setting up co-generation plants in the cooperative sector sugar mills. Trial run of co-generation projects of Rohtak and Shahabad has already been undertaken.

Government to get its legitimate share in the river waters through the Sutlej-Yamuna Link (SYL) canal

Chandigarh, March 5- Haryana Governor, Mr Jagannath Pahadia today reiterated the commitment of the State Government to get its legitimate share in the river waters through the Sutlej-Yamuna Link (SYL) canal.
The Governor was addressing the members of the Haryana Legislative Assembly on the first day of the Budget Session, here today.
He said that efforts were being made to resolve the legal issues for operationalizing the Bhakra Main Line-Hansi Branch-Butana Multipurpose link channel which  had been constructed for equitable distribution of water. The State Government would also actively pursue with the Central Water Commission the implementation of Ambala Irrigation scheme which aimed  at  providing recharge and irrigation facilities to Ambala and Naraingarh area. Efforts would also be made to implement Mewat Canal Project.
More than 500 water courses would be taken up for remodelling and reconstruction besides adding a similar number of new lined water courses to the system. Work regarding installation of a series of tubewells on the bank of Jawahar Lal Nehru Canal will be taken up to reduce waterlogging. About 100 schemes approved by the Haryana State Flood Control Board are being implemented for drainage of flood water. The work on Kaushalya Dam, Phase II of Shahabad-Dadupur-Nalvi canal and the NCR channel will be completed this year. The capacity of Bhindawas lake, Ottu reservoir and Massani barrage is being further increased.
Mr Pahadia said that the State Government has taken a historic policy decision to share season's profit by Cooperative Sugarmills with the cane growers and set up a technology mission on sugarcane to achieve the goal of increasing productivity and production of the crop in the state.
While expressing his concern over falling global supply of sugar  as compared to its  demand, he said that crop acreage in the major sugarcane producing and exporting countries of the world, including India, has seen a fall in the past years, as farmers shift towards better paying and less labour intensive crops. Keeping in view the interests of cane growers, the Haryana Government has fixed the prices of early, mid and late maturing varieties of sugarcane at Rs.185, Rs.180 and Rs.175 per quintal respectively for the current crushing season. This was the highest state support price in the country. He said that the sugar mills of the state are giving Rs.25 per quintal as bonus to the cane growers. The government has taken several other steps to increase the area, production and productivity of sugarcane.
The Central Government has provided assistance of Rs.170 crore in the current year for taking up post harvest management and marketing projects. In order to give a further boost to horticulture, the government has decided to charge electricity tariff from horticulture farmers at par with agriculture.
Farmers are being encouraged to adopt resource conserving technologies, and diversify their crops and also undertake cultivation of fruits, vegetables, flowers, medicinal and aromatic plants. Effective implementation of the National Horticulture Mission has raised the income of the farmers, he added.
The state government has taken a number of steps to reverse the trend of declining wheat productivity, which resulted in an all-time high productivity in wheat at 46.14 quintals per hectare during 2008-09. This is the highest in the country and has been highly appreciated at the national level.
The Governor said that despite adverse climatic conditions and below normal rainfall, the state succeeded in harvesting a bumper crop with 46.53 lakh metric tonnes (MTs) of foodgrains in Kharif 2009, as against 44.88 lakh MT during Kharif 2008. The state government ensured uninterrupted power supply and timely availability of water and other inputs. The state will be contributing 18.60 lakh MT rice as against a target of 13.90 lakh MT to the Central Pool, which is higher by 34 per cent. In Rabi 2009, Haryana procured more than 69 lakh MT of wheat for the Central Pool. This has been an all time record for the state, he added.
The farmers of Haryana have benefited from assistance available under Rashtriya Krishi Vikas Yojna and National Food Security Mission. The state government is providing subsidy on the sale of certified seeds to farmers in order to increase food production and productivity. Haryana Cooperative Supply and Marketing Federation Ltd. plans to modernize the processing, handling and storage facility in its food processing units to meet the latest standards of national and international markets. During the year 2009-10, godowns and plinths for 6.80 lakh MT are under construction by state agencies. There is a proposal to construct godowns of the capacity of 1.57 lakh MT during the year 2010-11.
He said that the government has decided to set up a Veterinary and Animal Sciences University at Hisar to promote veterinary education and give a boost to research and extension activities.  In order to provide efficient veterinary health services to the livestock owners, the network of veterinary institutions is being strengthened. A systemic breed improvement programme by increasing artificial insemination coverage from 50 per cent to 80 per cent in the next five years has been planned. Haryana ranks second in the country in per unit fish productivity in inland fish farming. It is proposed to diversify the traditional fish culture into high value fish species and ornamental fish breeding to increase income of fish farmers and to provide new avenues of self-employment.

Bills of 3 crore collected by DHBVN

Chandigarh, March 5 – The special teams constituted by the Dakshin Haryana Bijli Vitran Nigam (DHBVN) in Gurgaon have collected arrears of bills amounting to Rs. three crore   during last one week from 60 prominent consumer by disconnecting their connections temporarily. The connections have been reconnected after payment of the arrears.
A spokesman of the Nigam said today that the teams carrying the drive for recovery of defaulting amount and detection of theft have detected 1502 cases of power theft in the area of Operation Circle Gurgaon and imposed penalty of Rs. 4.55 crore on the erring consumers. FIRs were reported to police against 255 those consumers who did not deposit the amount penalty with in stipulated time. The teams have recovered arrears amounting to Rs. 21.51 crore from 10,702 defaulter consumers, including 117 already disconnected consumers, in the area of the circle.
The Hamilton Court Housing society, President Green Valley Housing Society, local office of Public Health Department and Singla Polymer have deposited the arrears of Rs. 32.09 lakh, 24 lakh, 19.84 lakh and 11.56 lakh respectively. The other big consumers who have paid the arrears standing against them due to one reason or the other are vaibhav Rustogi (Rs. 4.50 lakh), Sun City (Rs. 4.00 lakh) Ashok Dhingra (Rs. 3.73 lakh), Rajeshwari (Rs.3.29 lakh), Sunil Jain (Rs. 2.86 lakh), Chetna Sharma (Rs. 3.25 lakh), Rashik Bhai (Rs. 2.51 lakh), Risal Singh (Rs. 2.50 lakh), Rajesh Rana (Rs. 2.36 lakh), etc.
He said that two special teams have been constituted under the drive for each operation sub-division for detection of theft and recovery of defaulting amount. The teams go to the doors of defaulter consumers and request them to pay off the arrears. The payment is accepted at site by providing receipt. Connections of those consumers who fail to pay the arrears are being disconnected by the team.

Power theft and recovering arrears have detected 1685 cases

Chandigarh, March 5. The specially constituted teams for the campaign for detecting power theft and recovering arrears have detected 1685 cases of theft of electricity in the area of Operation Circle Faridabad of the Dakshin Haryana Bijli Vitran Nigam. The erring consumers have been imposed penalty of Rs. 2.80 crore.
A spokesman of DHBVN said  today that the teams have recovered arrears amounting to Rs. 17.60 crore from 15,650 defaulter consumers and disconnected the connections of 4010 consumers who did not pay the arrears. The teams recovered arrears amounting to Rs. 49 lakh from 349 already disconnected consumers also.
A special team sent there from the Head Office Hisar  has detected some cases of theft of electricity by way of use of electricity in category other than that for which the connection was taken and accumulation of meter reading as the meter reading did not take reading properly. Penalty of Rs. 1,04,541 and Rs. 28581 was imposed on Mr. Narender Pal and Rajiv Walia respectively on account of use of electricity in non-domestic category while the connections were taken for domestic use. Two domestic connections using electricity for non-domestic purposes were detected in Housing Board Sector- 10 and a penalty amounting to Rs. 7.80 lakh imposed. After the checking by the special team from Hisar, the local team carried raids in this area and detected nine more such cases, penalty for which is being calculated. The local staff has already detected 215 cases of use of electricity for non–domestic purposes and imposed penalty of Rs. 26.59 lakh during recent past, resultantly 208 consumers in this area have applied for non – domestic connections.
An interesting case of accumulation of reading was detected at Surajkund road where the meter reader did not take reading since installation of the connection and he has not received any bill for last three years. As many as 1,43,123 units were found blocked by the team. The consumer has been charged a bill amounting to Rs. 6,90,275. The meter reader Mr. Mohar Singh may be given a charge sheet for lapse in his duty. Reading of a connection of Mr. Dharmender Chaudhary was not being taken for last nine months and the bill was being raised on average consumption basis. On overhauling the account, the consumer has been charged an amount of Rs. 9,985. In yet another case, reading of the meter installed at the residence of Mr. Narender Singh has not been taken since release of connection and the consumer was being charged on the basis of load. An amount of Rs. 28,614 has been debited to account of the consumer for unauthorized use of load as the connected load was found 4.306 KW during checking while the connection was taken for 2 KW. Charge sheet against the meter reader Mr. Umesh Kumar is being drafted. A consumer named K. N. Singh complaint that meter reading was not being taken properly for explanation has been sought from the Junior Engineer of the area.
The Managing Director, DHBVN, Mr. Anurag Agarwal has directed the General Manager (Operations), Faridabad to carry a random meter checking in the area and in case of irregularities, disciplinary action be initiated against the responsible employees. He has given direction to select two feeders of highest line losses in the area of each operation sub-division and check twice thoroughly to detect theft of electricity. Instructions for disconnection of connections of all defaulter consumers have already been issued. Connections of larger defaulters will be disconnected first.

Haryana Government Stock

Chandigarh, 5 March – The Haryana Government has notified the sale of Haryana Government Stock (Securities) of 10-year tenure for an aggregate amount of Rs. 700 crore (Nominal).
A notification to this effect has been issued by the Finance Department, Haryana.
As per the notification, the proceeds of the loan will be utilised for financing capital expenditure in connection with the development programmes of the State Government.
The auction of the government stock will be conducted by the Reserve Bank of India, at its Mumbai Office, Fort, Mumbai on March 9, 2010.
Bids for the auction should be submitted in electronic format, on the Negotiated Dealing System (NDS) on March 9, 2010. The competitive bids should be submitted electronically on the NDS between 10.30 A.M. and 12.30 P.M. and non competitive bids between 10.30 A.M. and 11.30 A.M.
The Government stock upto 10 per cent of the notified amount of the sale will be allotted to eligible individuals and institutions subject to a maximum limit of one per cent of the notified amount for a single bid as per the Revised Scheme for non competitive biding facility in the auctions of State Government Securities of the General Notification.
The results of the auction shall be displayed by the Reserve Bank of India on its website on the same day. Successful bidders will make payments on March 10, 2010 before close of banking hours by means of cash, banker's cheque/pay order/demand draft payable at Reserve Bank of India, Mumbai/New Delhi or a cheque drawn on their account with Reserve Bank of India, Mumbai (Fort)/New Delhi.  Interest will be paid every half yearly on September 10 and March 10.
The stock will be of ten-year tenure and the tenure of stock will commence on March 10, 2010. The loan will be repaid at par on March 10, 2020.

Additional charge to Vikas Yadav

Chandigarh, March 5 – Haryana Government has given the additional charge of Deputy Secretary, Urban Estates Department to Mr Vikas Yadav, Additional Director Urban Estates, Haryana.
Mrs Neelam Pradeep Kasni, Director, Welfare of Scheduled Castes and Backward Classes and Joint Secretary, Welfare of Scheduled Castes and Backward Classes will also continue to hold the charge of post  of Joint Secretary, Haryana Finance Department and  Director, Institutional Finance and Credit Control in addition to her present assignments.
