Michael Douglas sons Girlfriend released from prison

Kelly Sott, Tuesday the girlfriend of actor Michael Douglas' wayward son was freed, after spending seven months in jail. A judge in Manhattan punished Kelly Sott for misdemeanor and drug possession. She requested guilty last month. Federal agents arrested sott last summer after she caught when she trying to smuggle heroin to cameron douglas. He is the son of the actor Michael Douglas. Sott told the judge the time she had spent behind the bars made her learn her lessons.

Meeting with Planning Commission would be held on March 31 at New Delhi

Chandigarh, March 17- The Haryana Finance Minister, Capt.Ajay Singh Yadav said that a meeting with Planning Commission would be held on March 31 at New Delhi to finalise the annual plan of Haryana State.
The Finance Minister was presiding over the meeting of the officers of Public Health Engineering Department, which was called on to review the ongoing projects of Public Health Engineering Department in Rewari district, here today.
Capt.Yadav revealed that Public Health Engineering Department was spending a sum of Rs 615 crore during the current financial year. Apart from this, a sum of Rs 150 crore had been earmarked under National Capital Region Planning Board and a sum of Rs 75 crore had been sanctioned by NABARD. He said that an approval had also been granted for construction of water works at four villages Ramgarh, Bhagwanpur, Badhana and Budhani at a cost of Rs 2.48 crore. Apart from this, a water work had also been sanctioned for village Bhurthal Jat costing Rs 4.04 crore.
Capt.Yadav said that a comprehensive plan of water and sewerage system has been prepared for Rewari town costing Rs 63.32 crore so that the growing demand of the people in the years to come could be met. He maintained that the pace of development of Rewari town had been accelerated as a number of Haryana Urban Development Authority sectors were coming in the town. Besides this, the city would be developed under National Capital Region Planning Board schemes. He said that a scheme costing Rs 25.32 crore had been envisaged for laying the sewerage in Rewari town. Besides this, all old pipes were being replaced at a cost of Rs 4.85 crore.
He said that keeping in view the increasing population of the city, the existing water works was being upgraded at a cost of Rs 38 crore. Besides this, he had also directed that the Government Polytechnic, Lisana should provide potable water through the upgraded water works. He expressed confidence that in the years to come, Rewari would be more developed than Manesar.
The Finance Minister said that the water works based on canal water of village Kharagwas was also being upgraded so that 70 litres per capita per day water could be provided to the people as against 40 litres per capita per day. Similarly, the water works of village Ladhuwas was being upgraded. He said that the boosting station at village Bhudpur at a cost of Rs 16 lakh and at village Daliawas at a cost of Rs 29 lakh had also been sanctioned in the meeting.
The Financial Commissioner and Principal Secretary, Finance, Mr Ajit M. Sharan assured that there were sufficient funds available in the State to implement the developmental schemes. He urged the officers of Public Health Engineering Department that a crystal clear scheme could be forwarded to the Finance Department so that the money could be allotted under the scheme without any obstacle.
On the occasion, Financial Commissioner and Principal Secretary, Public Health Engineering Department, Mr S.C. Chaudhary, Chief Engineer, Public Health Engineering Department, Mr S.S. Bidha, Superintending Engineer, Public Health Engineering Department of Rewari and other senior officers of the Department were also present.

Urvashi Gulati issued a word of caution on tech aided e-learning

Chandigarh, March 17 – Haryana Chief Secretary, Mrs  Urvashi Gulati issued a word of caution on tech aided  e-learning while emphasizing the need to couple it with lessons on value education. Addressing delegates at the  workshop titled  "Strengthening Human Values and Life Skills in Education" organized by  Ministry of Human Resource and Project and Planning wing of the DAV College managing Committee, New Delhi at Hansraj Public School, Panchkula, she said that parents need to play watchdog when their child was surfing internet in the next room.
Mrs Gulati said, "Technology always come with both good and bad aspects and we should take enough caution while adopting the new learning techniques," said Ms Gulati while elaborating various Haryana Government initiatives to propagate value education in the schools' curriculum. The State Government had always been open to adopt new technology in its institutions simultaneously keeping an eye on their right usage, she added. Through education it was easy to inculcate values in the students. School, she said was a second home to the child and teachers with loving attention and care could make the child imbibe positive human values.
Appreciating the school Principal Mrs Jaya Bhardwaj for her Shradha Project under which students of economically weaker sections were being give free of cost education, she said that education with a mission could only help serve its welfare purpose. She also underlined that she had ensured a responsive and congenial administration in the state so that people of the state were not harassed in its offices. "We are always alert to their complaints and considerate to their suggestions," she said.
Principal of the school, Mrs Jaya Bhardwaj while welcoming the chief guest said, "of late value education and life skills have taken a backseat in various institutions especially because of those which enter this missionary arena with a commercial bent. Largely in both, the state and private sector, value education and human approach have been decorating the brochures more than being materialized practically." She said that her school had qualified counselors to guide the students in right direction.
About 200 delegates from Punjab, Haryana, Himachal Pradesh and Chandigarh were participating in the workshop.

Chandigarh, March 17- Haryana Chief Minister, Mr Bhupinder Singh Hooda  today appreciated the efforts of the photo-journalists of the tricity of Chandigarh,Panchkula and Mohali in projecting various moods of life through their images.
The Chief Minister, who visited "Newscapes", a 6-day photo exhibition of more than 50 photo-journalists of the tricity at Kala Bhawan here today, evinced keen interest in the photographs reflecting high  journalistic content and human emotions.
The exhibition was dedicated to the eminent photojournalist of the region late Mr Yoj Joy, whose photographs were also displayed  in the exhibition, which concluded today. The exhibition was organised by the Chandigarh Press Club.

Haryana State Flood Control Board approved 66 new schemes to be implemented by Irrigation Department

Chandigarh, March 17- Haryana State Flood Control Board, which met under the Chairmanship of Chief Minister, Mr Bhupinder Singh Hooda, here today, approved 66 new schemes to be implemented by Irrigation Department at a cost of over Rs.49.76 crore and 20 schemes of Public Health Engineering  Department costing Rs.14 crore.
The Chief Minister directed that the schemes be implemented by giving them priority district-wise so that urgent schemes are not delayed. He also stressed the need for focusing on construction of water bodies to harness water and recharge the water table. He said that such a beginning be made by setting up a water body in an area of 100 to 150 acres at Kotla and that could be followed by Bibipur. He also directed the senior officers that with a view to make such schemes feasible, they should themselves visit the sites and interact with the people before finalising the projects.
It was decided that, in case of flooding, the district administration could now  resort to field dewatering  after October 1, 2010 so that recharge of water table be made possible to some extent. However, the Deputy Commissioners would be able to launch dewatering of fields earlier than this date depending on the prevailing situation, but they would have to inform the State headquarters in this regard. They would be able to dewater abadi areas on priority basis, as and when required.
While reviewing the issue for renovation of 1,000 ponds in all districts, the Chief Minister directed that Task Force headed by each Deputy Commissioner be constituted for renovation of ponds. He also directed all the four Divisional Commissioners to consult their respective Deputy Commissioners to enlist the irrigation schemes that could be implemented under National Rural Employment Guarantee Scheme and submit a report within 15 days. It was also decided that an orientation workshop for field engineers be undertaken so as to apprise them with the works that could be undertaken under schemes like Mahatma Gandhi National Rural Employment Guarantee Scheme.
Mr Hooda also stressed the need for holding post flood meeting in October so as to assess the work to check floods and review the shortcomings, if any. This, he said, would help in getting feedback on implementation of flood protection schemes.
Mr Hooda directed the Deputy Commissioner, Rohtak to launch dewatering operation in two villages of Rohtak district where the water was still stagnated.
Irrigation Minister, Capt.Ajay Singh Yadav said that under Ganga Flood Control Commission (GFCC),  the Union Ministry of Water Resources has already approved flood control works costing Rs.173.93 crore. These works aimed at strengthening the right bank of river Yamuna. He said that works amounting to Rs 22 crore have already been tendered under GFCC and it was expected that these would be completed before the onset of monsoon. Also, 74 ongoing schemes of irrigation department would cost Rs 203 crore to the State exchequer.
Financial Commissioner and Principal Secretary, Revenue, Mr Naresh Gulati said that 67 irrigation schemes have been completed at a cost of Rs 58 crore during this year. He said that out of 66 schemes of irrigation department, which have been approved today, included 22 of  repairs and seven schemes pertained to improvement in the existing schemes.
While three additional schemes suggested by Deputy Commissioner, Sonepat would be examined. The scheme of construction of Mundhal link drain from RD 0 to 4500 outfall at RD 30500-L Mundhal Talu Link Drain would be reworked as he suggested that instead a water body be made.
While reviewing the ongoing schemes of the irrigation department, the Chief Minister directed that these be completed  speedily. The work sanctioned by the Flood Control Board, where either land acquisition is not started or tender is not floated within a month, will automatically get cancelled.
The Board also reviewed 15 ongoing schemes of Public Health Engineering Department being implemented at a cost of Rs.36.5 crore. The schemes, which would be undertaken by Public Health Engineering Department during 2010-11, would include storm water drainage schemes and dewatering of flood waters.
Those present in the meeting included Minister of State for Revenue, Mr Shiv Charan Sharma, Chief Parliamentary Secretary, Development and Panchayats, Mr Dharambir Singh, Chief Parliamentary Secretary, Revenue and Disaster Management, Mr Jaleb Khan, Principal Secretary to Chief Minister, Mr Chhatar Singh, Chief Secretary, Mrs Urvashi Gulati and Financial Commissioners and Principal Secretaries of concerned departments including Revenue, Finance, Irrigation, Urban Local Bodies, Agriculture, Divisional Commissioners, Deputy Commissioners and other members of the Board

Hike in the remuneration of the computer professionals in Haryana

Chandigarh, March 17 – The Haryana Government has made a steep hike in the remuneration of the computer professionals of  various categories in the State with effect from 1.1.2010.
As per a notification to this effect issued by the Information Technology Department, Haryana, the remuneration for Data Entry Operator Category (i) has been increased from Rs.4950 per month to Rs.8000 per month, for Category (ii) from Rs.6050 per month to Rs.9000 per month and for Category (iii), which is a new category, a remuneration of Rs.10,000 per month has been fixed.
The remuneration for DTP Operator has been increased from Rs.7700 per month to Rs.11,500 per month.
The remuneration for Junior Programmer/Junior Data Analyst/Networking Assistant/Web Designer Category (i) has been increased from Rs.7700-9900 per month to Rs.13,000 per month and for Category (ii) to Rs.15,000 per month, for Category (iii), which is a new category, a remuneration of Rs.16,000 per month has been fixed.
The remuneration for Programmer/Data Analyst/Networking Engineer Category (i) has been increased from Rs.11,040-13,800 per month to Rs.16,000 and for Category (ii) to Rs.18,000 per month. Remuneration for System Analyst has been increased from Rs.25,300-28,750 per month to Rs.25,000 per month. Senior System Analyst and Deputy Manager, which are new category, would get a remuneration of Rs.26,000 per month and Rs.32,000 per month respectively. Similarly, General Manager, which is also a new category, would get a remuneration of Rs.55,000 per month.
The State Government has also decided the terms and conditions for the future engagement of computer professionals.
As per these terms and conditions, the decision to engage IT personnel in various categories on contract basis, increase or reduce the numbers and renewal/ extension of their contracts from time to time rests primarily with the client department/ organization which has to be need-based. The contract period for the IT Professionals, wherever so engaged, and subject to requirements of the client Department/ organization, shall be a minimum of one year (as against the current six months) which would be renewable on year to year basis, subject to their performance being found very good or above, by the concerned Department/ Organisation where they are deployed.
Hartron would be involved only at the time of initial screening and selection of a candidate and charge a fee equal to one month's remuneration. Thereafter, the concerned professional shall be on the rolls of the concerned Department/organization. The concerned Department/ Organisation shall ensure that his monthly contract amount/ remuneration/ job work fee is paid in the same manner as the salary of regular employees. The contract amount would be paid out of the 'Object Head" viz. Professional Services, for which a provision will be got made in the budget of the Department. Further, the concerned Department/ organization will also be responsible for deposit of CPF/ESI etc. as applicable, in respect of the concerned resource. Every Department/ Organisation requisitioning the services will follow the instructions bearing No. Admn/307/2006/1SIT/6272 dated 29.12.2008 issued by this Department in this behalf.
The expenditure shall be borne by the borrowing Departments/ Boards/ Corporations/Agencies/Authorities who are utilizing the services of the IT professionals. In the event an IT Professional is found fit/suitable for renewal/ extension of his contract based on justified requirements, he/she may be allowed a raise 5% over the base amount specified.
Hartron shall prepare a standard form of 'Service Contract Agreement" to be signed with the IT personnel, which shall be got vetted from Labour Department and shall circulate the same to all the Departments/ Organisations. The said contract Agreement shall be prepared both for the initial engagement as well as the extension/ renewal of contract. Every IT professional engaged on contract basis may be allowed 10 days Casual leave in a calendar year during the period of engagement. Any leave beyond this period would entail prorated deduction from his job work fee. The IT Professionals, engaged on job-work fee/ contract basis in accordance with the above, would also be entitled to payment of TA/DA whenever required to undertake journeys for official duties at the same rate/ scale as is permissible to a regular employee of equivalent level in the State Government.
IT professionals, who are not covered under the ESI scheme, would also be entitled to payment of fixed medical allowance @ Rs.500/- per month over and above the consolidated remuneration/job work fee as prescribed. In cases where ESI contribution is mandatory, the Department/ organization shall deposit the same over and above the fixed remuneration.
In case any person so engaged is currently drawing a higher amount of job work fee/ contract remuneration than the revised remuneration/amount, the same will be protected till it gets neutralized with annualized increase.

Chandigarh, March 17 – Haryana Chief Secretary, Mrs Urvashi Gulati today paid obeisance at the Mata Mansa Devi on the occasion of second Navratra. She also performed Puja at the Yagyashala inside the temple premises.
Speaking on the occasion, she said that pilgrims from all over the country come to pay obeisance at Mata Mansa Devi Temple. The days of Navratri were devoted exclusively to the worship of Goddess Durga, when her energy and power were worshipped. Each day was dedicated to a different appearance of Durga, namely Parvati. She lauded the arrangements made by the Mata Mansa Devi Board for the convenience of the pilgrims.
The Deputy Commissioner, Panchkula and the Chief Administrator of the Board, Mr Pankaj Yadav said that the Board had made extensive arrangements for attending to the needs of the pilgrims. Arrangements of four lines had been made this time as against two previously arranged for the pilgrims to pay obeisance. Police force had been deputed all over the place to prevent any untoward incident. The Haryana Governor, Mr Jagannath Pahadia would pay obeisance tomorrow and also perform Puja at the temple, he added.
