Haryana Government has decided to launch Mission Green Haryana

Chandigarh, March 20 – Haryana Government has decided to launch Mission Green Haryana in the state in which five crore seedlings would be planted during 2010-11.
In a message issued on the World Forestry Day, Haryana Chief Minister, Mr Bhupinder Singh Hooda said that more than five crore plants would be made available in the nurseries of the Forest Department for plantation and free distribution to farmers, public and institutions during the next financial year. The Forests and tree cover in Haryana would be increased from seven to ten per cent and a peacock Breeding Centre, the first of its kind would also be set up in the state.
He said that the State had developed plantation forests on community lands and agro-forests on farm lands. The State Forest Department was making all out efforts in an endeavor to come closer to the National Forest Policy goal of having at least 33 percent of the total geographical area of the country under forest and tree cover. In the current year about 2.7 crore seedlings had been distributed free of cost to the public, farmers, schools and other institutions and about 2.3 crore plants had been planted by Forest Department, he added. He said that a State Forest Policy 2006 aimed at increasing the forest and tree cover in the State from present seven percent to 10 percent by 2010 and 20 percent eventually in a phased manner. He said that as many as 28 Herbal Parks, one in each district had been set up. To bring people closer to nature, an Eco-Tourism project has been started in the forests of Kalesar, Morni Hills and Sultanpur National Park. Union Ministry of Tourism had sanctioned Rs. 6.48 crore for Eco-Tourism activities in the first phase of the project for creation of infrastructure like log huts, tented accommodation, nature trails etc. The second phase of the project costing Rs. 1.80 crore had also been submitted to the Government of India.
The Forest Minister, Capt Ajay Singh Yadav said that the State Government has set up the State Compensatory Afforestation Fund Management and Planning Authority (State CAMPA) in accordance with the guidelines of the Government of India. This Fund would be utilized for the protection and management of natural forests and wildlife sanctuaries, compensatory afforestation, environmental services and research and development. Under the Forest (Conservation) Act, 1980, a contribution of Rs.187.43 crore had already been made to this fund by the User agencies against sanctioned proposals.  He said that about 116 ponds in different villages had been rehabilitated. Tree plantations had also been carried out around the ponds for their beautification and this work was being continued to cover more villages during the current year. A new scheme under the name Clonal Agro-forestry had been started to encourage the agro-forestry practice on farmlands to bring an overall increase in tree cover in the State. The main mphasis in the scheme was to raise plants of commercial value of clonal Eucalyptus and Poplar and planting them on farmlands of small and marginal farmers. Clonal propagation facilities had been developed in the state at Seonthi in district Kurukshetra to raise improved variety of eucalyptus for increasing productivity. About 180 water harvesting structure had been established in the Shivaliks to enrich water regime.
He said that on wildlife front, a Vulture Conservation and Breeding Centre had been established at Bir Shikargaha, Pinjore where efforts were being made to save the vultures fast getting extinct. Haryana Forest Department and Bombay Natural History Society had signed a Memorandum of Understanding for collaboration in conservation and breeding of vultures till 2019.
He said that an Elephant Rehabilitation and Research centre had been set up at Bansantour forest in Yamunanagar. The centre would take up the work of rehabilitation of the sick, injured and rescued elephants to provide them their natural habitat. Central Government had sanctioned Rs. 90 lakh for this project. A mini Zoo in Bhiwani had been renovated and dedicated to Wildlife Conservation and Education. Rohtak Zoo was also being expanded and renovated from existing area of 16 acres to 44 acres. The Zoo was being modernized and new animal enclosures were being added to provide better habitat for the wild animals. A bird Safari had been established in an area of 250 hectares near Berwala village on Panchkula Morni Road.
He said that 1607 Self Help Groups, particularly of the women was created in rural areas for income generation of the people living below the poverty line. These Self Help Groups were given proper training to start their micro-enterprises for self-employment and income generation. Over 1700 Village Forest Committees had been constituted in the State for socio-economic empowerment in rural areas.
He said that Management Information System and Geographical Information System a significant tool for scientific planning and management were being developed to improve efficiency in accounts, administration, forest and wildlife management and personnel management. Global Positioning Systems were being used for mapping of forest boundaries, fire affected areas and plantation areas in the State. Satellite imageries to monitor changes in forest and tree cover in the State were proposed to be used. All relevant databases would be generated and regularly updated. All forestry personnel would be trained in use of these technologies and software in a phased manner.

Government has decided to extend Non Practicing Allowance (NPA) to those posts of Ayush Department

Chandigarh, March 20 – the Haryana Government has  decided to extend Non Practicing Allowance (NPA) to those posts of Ayush Department which were drawing NPA before January1, 2006. This would be applicable on the condition that the basic pay plus NPA did not exceed Rs 85000 per month. The NPA would be treated as part of the pay for the purpose of DA, entitlement of loans and advances and TA/DA only.  Giving this information here today an  spokesman of State Finance Department  said that It had also been decided to fix the rate of interest at eight per cent per annum on deposits in the General Provident Fund from April 2009 and also on accumulations as  stood on March 31, 2009. This rate of interest would remain in force during the year 2009-2010.
He said that  the State  Government had also fixed the rate of interest to be charged on the advances granted on house building,motor car, motor cycle, scooter, moped, computer, marriage and cycles to the Government employees including IAS officers. The rate of interest on house building, motor car, motor cycle, scooter, moped, computer and marriage advance had been fixed as eight per cent for first Advance for 2009-2010 per annum and nine per cent for second advance for 2009-2010 per annum. However, the rate of interest on cycle advance would be seven per cent for first advance for 2009-2010 per annum and eight per cent for second advance for 2009-2010 per annum.
He said that in case of non utilization of any loan, penal interest of ten per cent annum would be charged from the applicant over and above normal rate of interest

Haryana Govt has asked the officers to give due importance to the information asked

Chandigarh, March 20 – The Haryana Government has asked all the Financial Commissioners and Principal Secretaries, Heads of the Departments, Divisional Commissioners and Deputy Commissioners to give due importance to the information asked for in attestation form's warning number 3 while doing verification of character and antecedents of the persons on their first appointment to government service.
It has been stated in the warning number 3 in the attestation form that if the case of furnishing false information or suppression of any factual information in the attestation form comes to the notice at any time during the service of a person, his services would be liable to be terminated.
It has also been clarified that wilful suppression of the information adverse to the candidate comes within the purview of moral turpitude which disentitles the candidate to secure appointment. Therefore, suppression of pendency of criminal case amounts to suppression of material information. The suppression of material information and making a false statement has a clear bearing on the character and antecedents of the candidate in relation to his continuance in service. A candidate having suppressed material information or giving false information cannot claim right to continue in service.

Kisan Mela of CCS Haryana Agricultural University, Hisar will start from March 24, 2010

Chandigarh, March 20 – The annual prestigious two-day Kisan Mela of CCS Haryana Agricultural University, Hisar will start from March 24, 2010. Haryana Chief Minister, Mr Bhupinder Singh Hooda will inaugurate the much awaited Mela organized for the farmers of the state.
While stating this today, the Vice Chancellor of the University, Dr K. S. Khokhar said that the theme of this year's Kisan Mela would be improving the health of cultivable soil.  The Mela would be organized at the Research Farm of the University located at Bal Samand Road, Hisar. The farmers would be apprised with the practical knowledge of maintaining the nutrient value of the soil and   also to make the barren, sandy and saline lands productive. He appealed to the farmers to attend the Mela in large number to gain its benefit. The farmers would also be taken to research farms in groups to show them the rabi crops of wheat and mustard cultivated through new technology so as to give them a practical knowledge of the new technology.
He said that besides farmers of the state and  even  from the neighboring states, people associated with agriculture development and representatives of multinational companies would also participate in the Mela. A large exhibition on agro industry would also be organized on this occasion. New technologies developed by various departments of the University in the field of agriculture, animal husbandry and rural development would be exhibited in the exhibition.
The Director, Extension Education, Dr H. D Yadav said that the national and multinational companies participating in the Mela would also showcase their products. Special arrangements for the scientific tests of soil, irrigation water and diseased plants would also be made in the mela.
He said that the main attraction of the mela would be the sale of hybrid seeds for the Kharif crops. Several sale counters had been made to make the hybrid seeds available as per the need of the farmers. The farmers could also buy advanced agricultural implements, literature on agriculture and pesticide as needed by them. The women would be provided information related to home development and other related fields in a simple language.  The other attraction of the Mela would be competitions of healthy crops and healthy live stock. On both the  days', debate would be held and farmers winning the competition would be awarded.

13 enquiries were found proved out of the total 23 enquiries completed by the Haryana Vigilance Bureau

Chandigarh, March 19- As many as 13 enquiries were found proved out of the total 23 enquiries completed by the Haryana Vigilance Bureau during the month of February 2010.
While disclosing this here today, a spokesman of the Bureau said that the Bureau had recommended registration of criminal cases against two gazetted officers, two non gazetted officers and one other in three enquiries and departmental action against six gazetted officers and 16 non-gazetted officers in 10 enquiries.
During this period, HC Vijay Kumar, No.1871, Gurgaon Police Station, Kedki Daula, Gurgaon and Abhey Singh, Deputy Ranger, Forests Department, Narnaul were caught red handed taking a bribe of Rs.2,000 and Rs.6,000 respectively, he added.

Gurgaon Deputy Commissioner ordered to dismiss two Numberdars and one school Chowkidar in village Jatshahpur

Chandigarh, March 19- The Gurgaon Deputy Commissioner, Mr Rajender Kataria ordered to dismiss two Numberdars and one school Chowkidar in village Jatshahpur after receiving complaints against them from the villagers.
The Deputy Commissioner was hearing the grievances of villagers during his special tour to nine villages of Patoudi block.
It was alleged that the school chowkidar was not safeguarding the  EDUSAT apparatus in the school and neither was informing the villagers  about the programmes in the village. As per the guidelines of the state government, the village chowkidar was paid Rs. 1000 extra per month for safe guarding the EDUSAT apparatus in the village school. Similarly, the villagers alleged that the Numberdars were also not discharging their duties properly. Moreover, these two Numberdars were also not present during the Deputy Commissioner's visit in their village.
In some villages, the villagers demanded that the old age honour allowance should be distributed in the villages itself as was done before and not be deposited in the bank accounts of the beneficiaries.They pleaded that it would be difficult for the old aged to go to the banks because the branches of the banks were not located in all the villages. At this, the Deputy Commissioner clarified that only the Below Poverty Line (BPL) families were required to open their accounts in banks because Rs. 200 from the Central Government would be remitted directly in their accounts. Other beneficiaries of old age honour allowance, Widow pension or handicapped allowance were not required to open their accounts in the banks. But if anybody desired to have an account he can do so.
It may be mentioned that the Deputy Commissioner alongwith team of officers visited nine villages of Patoudi block in a mini bus and heard the grievances of the villagers yesterday.
This was the first such visit of the Deputy Commissioner along with his team to the villages and that too in a mini bus. The official vehicles of all the officers were left in Gurgaon. The team today visited village Milakpur, Mujfra, Jat Shahpur, Dadawas, Ransika, Gadaipur, Goreawas, Bastpur and Lohchabka. The Deputy Commissioner distributed the computerized copies of Jamabandi in these villages and asked the villagers to correct the facts in this copy of Jamabandi. He said that the aim of today's visit was to review the implementation of government schemes in the villages and to bridge the gap between the villagers and the officers of district administration. He also presented the gift deeds of hundred square yards free plot to the beneficiaries under the ambitious scheme of the Haryana Government.
In village Mujjfara, he revealed that the state government had decided to dig ponds with the help of villagers in the villages devoid of ponds so that the underground water could be recharged and it could also be used for drinking purposes of the cattle. Some part of such ponds could be separated for collection of waste water so that the water do not accumulate in the streets. This would also help in keeping the villages clean, he added.
Mr Kataria said that under the ambitious scheme of the Haryana Government 5356 poor families in Patoudi block alone would get free plots measuring 100 square yards. Out of these, 3239 families were from SC category, 624 from BC 'A' and 1493 families from BPL. Out of 70 villages in Patoudi block, shamlat or panchayat land for these plots was available in 65 villages and in rest of the villages the government will have to acquire land to provide free plots to the poor.
He said that the team of officers along with him would again visit these villages after two or three months to review the implementation of the works ordered during today's visit.

Haryana Government has allocated a sum of Rs.1297.69 crore for water supply and sanitation schemes

Chandigarh, March 19 – The Haryana Government has allocated a sum of Rs.1297.69 crore for water supply and sanitation schemes during the year 2010-11, which includes Rs. 669.48 crore on Plan side and Rs.628.21 crore on Non-Plan side.
While stating this here today, a spokesman of the Public Health and Engineering Department said that the State Government had accorded top priority to the augmentation of water supply in the deficient villages. Water supply of 950 villages would be augmented under various schemes during the year 2010-11 and water supply of 1971 identified deficient villages would be augmented by March 31, 2010.
He said that the Rajiv Gandhi Drinking Water Supply Augmentation Project in Mewat would also be complete by March 31, 2010, covering 503 villages at a cost of Rs. 205.91 crore. More over, augmentation of water supply from 55 lpcd to 70 lpcd in all these villages, with an outlay of Rs.94.58 crore, would be taken up in 2010-11. Under the Indira Gandhi Drinking Water Scheme, private water connections had been provided to 7.83 lakh Scheduled Caste households.
The spokesman said that adequate attention was also being given to improving the water supply and sanitation facilities in the urban areas. The State Government had waived the sewer connection charges for a period of one year from November, 2009 in order to encourage the improvement of sanitary conditions in towns. Second water works based on canal water filtration have been commissioned in Rohtak and Dadri, and sewage treatment plants had been commissioned in Kaithal and Jind, while those in Rohtak, Hodal and Narwana are near completion.
In the National Capital Region, water supply projects for 10 towns and sewage system projects for 8 towns were under implementation with support from the NCR Planning Board. Sewage system projects in Sonepat and Gohana, and a water supply project in Sonepat had been approved, he added.
He said that under the Economic Stimulus Package, 15 towns had been selected, namely, Ambala City, Bhiwani, Charkhi Dadri, Fatehabad, Hansi, Jullana, Kalayat, Assandh, Kaithal, Mahendergarh, Narnaul, Sirsa, Ellenabad, Tohana and Uchana for 100 per cent coverage of Water Supply and Sewerage facilities. Phase-I of the project, amounting to Rs. 955.71 crore, had recently been approved by the Government.
