Kalyani University has today published the results of final years students. Kalyani University is a state level educational body established by the state government of West Bengal.

KU Kalyani was set up in the state in 1960 which has now fully grown learning centre. Final year students of KU can find their results at official website which is  klyuniv.ac.in.

Students of 2nd Yr and 1st Yr will need to wait little more  for their results. Students of arts, commerce and science take admission in the conventional degree courses by the university.

Haryana Social Justice and Empowerment Department support to the students on Merit cum means basis

Chandigarh, July 5: Haryana Social Justice and Empowerment Department
has invited applications from the students belonging to minority communities like Muslim, Sikh, Christian, Buddhist and Parsi for merit-cum -means scholarship for the year 2010-2011. The last date of submission of application forms has been fixed as July 31, 2010

While giving this information here today, a spokesman of Social Justice and Empowerment Department said that under this scheme, the students of minority communities living in the hostel accommodations were given financial assistance of Rs. 30,000 as maintenance allowance and course fees and Rs. 25,000 are given to day scholars.
He said that under this scheme, a financial assistance of Rs.10,000 per annum or Rs. 1000 per month were given to the students living in the hostel accommodation as maintenance allowance and financial assistance of Rs. 5000 per annum or Rs. 500 per month was given to a day scholar. He said that an amount of Rs. 20,000 per year as course fee or actual amount, whichever is less are provided to the students.
While giving details of the eligibility criteria of the scheme he said that the students should be domicile of the State, the students should have got admission in a recognized college on the basis of competitive examination for any technical or professional course. Those students who got admission in the recognized college for any technical or professional course without any entrance examination would also be eligible for the scholarship but their selection would be made on merit basis and such candidates should have atleast 50 per cent marks at higher secondary level and graduation Level. Also, the annual income of beneficiary or his parents or guardians from all sources should not exceed Rs. 2.50 lakh.

He said that the beneficiary students of this scheme would not be eligible for any other scholarship or stipend for any course.More information about this scheme could be obtained from the office of District Social Welfare Officer or at the department's website www.minorityaffairs.gov.in and www.socialjusticehry.nic.in.


July 6 and 10 are Public Holiday in Election areas of Haryana

Chandigarh, July 6 – An official spokesman clarified that July 6 and 10 will be observed Public Holiday only in the respective areas where the Panchayat General Elections is scheduled to be held on these dates.

While clarifying this here today, said that the Panchayat General Elections of the offices of the Panches and Sarpanches of Gram Panchayats and Members of Panchayat Samitis and Zila Parishads would be held in the districts of Panchkula, Yamunanagar, Karnal, Panipat, Rohtak, Hisar, Gurgaon, Rewari and Gram Panchayat Siwanamal and Naya Gaon Siwanamal Block Safidon of district Jind on July 6 and 10. The public holiday had been notified in the offices, educational and other institutes of the State Government as well as its boards and corporations only in the respective areas where the Panchayat General Elections is scheduled to be held.

He said that holiday would also be observed in these areas on July 6 and 10 under section 25 of Negotiable Instrument Act, 1881.


PAC is very crucial in scrutinizing the audit paras pointed by CAG: Professor Sampat

Chandigarh,July 5-Prof. Sampat Singh, Chairman of Public Accounts Committee (PAC) of Haryana Legislature today said that passing of the budget should not merely be a Constitutional formality, rather the timely implementation and cost effectiveness should be examined in detail. Also, the system of unified audit for the Centre and States needs updating of audit techniques and reorientation in the attitudes, skills and knowledge of the Auditors.

While speaking at the National Seminar on Legislature Audit Interface in New Delhi today, Prof. Singh also called for effective steps to be taken by the executive to ensure timely and early implementation of the recommendations of the PAC.

He said that to make the executive accountable to the Legislature for ensuring good governance, there are many meaningful parliamentary devices like Question Hour, Calling Attention Motion, Adjournment Motion, Half an Hour Discussion and Committee system, but the most important of all are the Legislature sanctions and votes on expenditure to be made by the executive.

Prof. Singh said that the role of PAC is very crucial in scrutinizing the audit paras pointed by the Comptroller and Auditor General (CAG). Financial sanctions provide checks on the dispensations of public funds by the ministries and as such it is the prerogative of Legislature to see that funds have been spent prudently, frugally and intelligently and for the specific purpose for which they were meant.
Referring to the good governance, Prof. Singh said that it is the pre-requisite of any parliamentary democracy. Good governance needs to be participatory, consensus oriented, accountable, transparent, responsive, effective, efficient, equitable and inclusive. It should ensure that corruption is minimized and views of all the sections of society are taken into account. Good governance should aim at overall development of all sections of the society.
Prof. Singh said that Parliamentary control over public expenditure has not only helped in unearthing misuse of public funds, but has also helped in establishing healthy conventions and systems to achieve desired objectives. Findings of the PAC have, a number of times, resulted in punitive, political and corrective actions.
He suggested that the system of unified audit for the Centre and States needs updating of audit techniques and reorientation in the attitudes, skills and knowledge of the Auditors. Passing of the budget should not be a mere constitutional formality, rather the timely implementation and cost effectiveness should be examined in detail.

Calling upon the legislators, Prof. Singh said that they should make themselves better informed and should have sound knowledge of finance and economics. The committee system of discussing and finalising budget also needs to be given more serious thought, he said.
Speaking at the seminar, the Chairman of the Public Undertakings Committee Mr Anand Singh Dangi suggested that the tenure of the committee should be three years. The chairperson should continue for three years while one third members be changed every year on rotation basis to ensure continuity and also for providing opportunity for the election of new members.


All arrangements have been made for the smooth conduct of the first phase of general elections: SEC Haryana

Chandigarh, July 5 – Mr Dharam Vir , State Election Commissioner, Haryana today said that all arrangements have been made for the smooth conduct of the first phase of general elections of Panchayati Raj Institutions in 31 Blocks of eight districts of the state that is Gurgaon, Hisar, Karnal, Panchkula, Panipat, Rohtak, Rewari and Yamuna Nagar on July 6, 2010.
He said that necessary instructions have been issued to all Deputy Commissioners and police authorities to ensure that the elections take place in a free, fair and peaceful manner. He said that district authorities have also been directed to provide protection to weaker sections of the society, wherever required. The voting shall start at 7 a.m. and close at 4.30 p.m. tomorrow.
He said that in the first phase, elections are to take place for 15,532 seats of panches, sarpanches and members of panchayat samitis and zila parishads. There would no elections against 5,165 seats as they have been filled up un-opposed. These included 17 Member Panchayat Samitis, 49 Sarpanches and 5,099 Panches. Therefore, the elections shall be held for 10,367 seats, which include 1,316 seats of Sarpanches, 8,268 seats of Panches, 653 seats of Member of Panchayat Samiti and 130 seats of Member of Zila Parishad. He said that the contesting candidates included 1,377 for Members of Zila Parishad, 3,636 for member Panchayat Samitis, 7,673 for Sarpanch and 20,904 for Panch
Mr Dharam Vir said that 4,690 polling stations have been set up and 23,47,186 voters will franchise their right to vote. About 25,000 civil officials would be deployed for managing the polling stations and performing other election related duties. About 244 magistrates and 292 supervisory teams would closely monitor polling by frequently visiting the polling stations assigned to them. In each district, one senior IAS officer has been appointed as Election Observer. For maintaining law and order, about 27,700 police personnel and 5,780 home-guards would be deployed. Sensitive and hyper sensitive villages have been identified and adequate police force would be deployed at such places. In addition, there would be police patrol parties to keep a close watch on the law and order situation.
The Election Commissioner also said that Electronic Voting Machines (EVMs) would be used for voting for the election of Sarpanches in all eight districts and Members of Zila Parishad in districts of Panchkula and Karnal. The Election Commissioner also said that the counting of votes for Panches and Sarpanches would be held immediately after the close of poll, whereas for Panchayat Samit and Zila Parishad, the counting would take place on July 12, 2010 from 8.00 a.m. He appealed to all voters to vote in the interest of strengthening democracy at grass root level and become partner in establishing local government.


‘Siwani Canal Command Project’ and ‘Loharu Canal Command Project’ irrigation schemes in Haryana

Chandigarh, July 5-Haryana Government has prepared two new irrigation schemes namely 'Siwani Canal Command Project' and 'Loharu Canal Command Project' involving an investment of Rs 406 crore to provide irrigation facilities over an area of 1,99,731 hectares in Bhiwani district and has also sought approval as well as financial assistance for their implementation from Union Ministry of Water Resources.
This was revealed by the Irrigation Minister Capt Ajay Singh Yadav while reviewing the working of Command Area Development Authority (CADA) schemes being implemented in the state here today.
Capt Yadav maintained that under the Siwani Canal Command Project, total 738 water courses would be constructed at a cost of Rs.178.81 crore. Under the scheme, an area of 89765 hactares of Bhiwani district would be covered. He further said that similarly, Loharu Canal Command Project would cover 110056 hectares of land and total 926 water courses would be constructed at a cost of Rs.227.16 crore.
Irrigation Minister directed the Engineer-in-Chief Irrigation Department that land reclamation of water courses be completed within next six months so that the water courses could be completed within a specified period. He also directed that the work of Jawahar Lal Nehru Canal Command Project Phase-II should be expedited as the scheme is being implemented at a cost of Rs148.80 crore and 99383 hactares of land would be covered under the scheme by constructing 525 water courses.
Capt Yadav maintained that an action plan has been chalked out by the CADA under which 56759 hectares of land would be covered and 580 watersourses would be constructed during the current financial year. He directed the EIC Irrigation that the responsibilities of the employees should be fixed so the schemes could be completed as soon as it may be possible. He also directed that the water bodies should be created specially in districts of Mohindergarh, Rewari, Gurgaon, Mewat, Faridabad and Palwal where the scarcity of the water was exists.
Irrigation Minister directed that the excavation of ponds should be completed within next three months as it would be easy to dug the ponds during the rainy season. Apart from this, 'Ghats' should also be constructed while dugging the ponds. He also directed that water courses should be bricklined having nine inches dimension to ensure their durability.
The Administrator CADA Mr Shrikant Walgad apprised the Minister about the progress of the CADA.
EIC Irrigation, Mr Harmail Singh, Chief Engineer Lift Canal, Mr Ramakant and senior officers of Irrigation and CADA were also present.


Maharshi Dayanand University offering Foreign Language Courses

Chandigarh, July 5– Maharshi Dayanand University (MDU), Rohtak has issued the admission notice for Foreign Language Courses for the session 2010-2011.

Stating this here today, a spokesperson of the University said that admission notice for Certificate Course in French, Diploma Course in French and Certificate course in Spanish had been issued. Application forms for three courses could be submitted by July 23. Course details were available on the University's website. The application forms could be downloaded from the website, he added.

He said that the University had also revised the admission counseling schedule for LL.B. (Hons.) three year course (Morning and Evening) for the session 2010-2011.

The LL.B. (3 Year) counselling would now be held from July 13. First counseling from Rank No.1 to 250 would be held on July 13, from Rank 251 to 600 on July 14, from Rank 601 onwards and other categories on July 15. If seats remained vacant, second round of counseling would be held on July 17, and third round of counseling on July 20. Counselling for NRIs/Cultural Activities/Kashmiri Migrants/Sports Seats would be held on July 22. For details and other clarifications, the Department of Law might be contacted. The counselling schedule had been revised on account of Panchayat Elections in Haryana. Notably, the counselling was earlier scheduled to be held from July 5, he added.
