Gurgaon district administration has set up five counters in Gurgaon for registering the sale deeds

Posted: 01 Jul 2010 11:04 AM PDT

Chandigarh July 1 – The Gurgaon district administration has set up five counters in Gurgaon for registering the sale deeds of immovable property. For making this system practically operational, powers to register sale deeds have been given to three more Niab Tehsildars in addition to the already functioning Tehsildar and Naib Tehsildar in Gurgaon Tehsil.

An official spokesman said that now five sub registrars have got the powers and different counters have been set up for them. Atleast three counters shall remain operational daily where the people interested in purchasing immoveable property in Gurgaon can get their sale deeds registered without any delay and they would get the copy of the registered sale deed on the same day. He said that powers of sub registrar have been conferred to Naib Tehsildar (Surplus), Naib Tehsildar ( Accounts) and Naib Tehsildar ( Agrarian or Ligh-Migh) in addition to the two present serving sub registrars. So, now five revenue officers have the powers and it would be ensured that at least three counters remain functional because revenue officers are also entrusted other revenue related tasks like conducting demarcation of land, conducting enquiries or may be appointed as duty magistrates. So, maximum two revenue officers in a day can be deputed elsewhere so that other work does not get hampered.

Opening of more than one counter for registering sale deeds has been done on an experimental basis in Gurgaon Tehsil only in the district and if it works, this can be replicated in other tehsils too, said he added. He said that now the people have got a choice from which counter they want their sale deeds to be registered and they are not bound to approach only one sub registrar. The idea is to break the monopoly.

Root cause should be removed for eradicating a problem

Posted: 01 Jul 2010 10:57 AM PDT

Chandigarh, July 1– Mr Mahender Partap Singh, Labour and Employment Minister, Haryana today said that no problem might it be of bonded labour or child labour or any other could be solved unless its root causes were identified and removed.

Mr Mahender Partap Singh, who was speaking at a workshop on ‘Convergence Approach to Prevention of Bondage’ organised by the Labour Department of Haryana, Union Ministry of Labour and Employment, and International Labour Organisation here today, said that illiteracy and poverty were the root causes of bonded labour. Haryana did not face any problem like this because the State had made monumental progress in all spheres of development under the visionary leadership of the Chief Minister, Mr Bhupinder Singh Hooda during the last five years, he added.

He said that the social problems like bonded labour could not be solved by merely enacting laws. The entire social milieu and the thinking of the people would have to be changed to root out social evils from the society. Citing the example of Maharaja Agarsain, he said that whosoever came to settle in Agroha, the capital city of Maharaja Agarsain's kingdom, people did not exploit him. Rather each of them gave one rupee and one brick to him to facilitate his rehabilitation. This thinking of the people made him economically self sufficient and all kinds of social problems automatically solved.

He said that Haryana was the first State which has adopted structured Labour Policy under which a number of welfare schemes for the labour class had been implemented in the State. The State Government had implemented Swasthya Bima Yojana for the poor people. Cash incentives and scholarships were also being given to the students of the weaker sections of the society to enable them pursue their studies.

Mr Mahender Partap Singh said that the State Government was fully sensitive to the problems like bonded labour. The State Government had constituted Vigilance Committees in all the districts and sub divisions of the State to monitor the situation. State Level Screening Committee had also been constituted to review the cases of bonded labour and the causes of bondage. Sensitization programmes were also organised through the Non-Governmental Organisations for members of Vigilance Committees and officers of district administration as well as the officers of Labour Department. Surprise checking was also conducted by the High Powered Raiding Parties in vulnerable establishments and better working conditions for the Labour class had been ensured.

He said that special helpline and special cell had also been set up in the office of Labour Commissioner where the complaints were received in writing or on the telephone for quick response. Permanent hoardings had also been displayed at all important public places for awareness and sensitization of the public at large.

Welcoming the Chief Guest and other participants of the Workshop, Mr Sarban Singh, Financial Commissioner and Principal Secretary, Labour and Employment said that the workshop had been organised at the instance of Government of India. He was of the opinion that poverty was the root cause of the problem of bonded labour. He said, “A man is poor because he is poor and this vicious circle of poverty continues. To break this vicious circle of poverty convergence approach would have to be adopted and targeted to the poor.” The message of the workshop was to nip the evil in the bud, he added.

Mr.Andre Bogui, Director, ILO and Mr.Anil Swarup, Director General, Labour Welfare, Union Ministry of Labour also addressed the delegates.

Earlier, Mr.Mahender Pratap Singh inaugurated the workshop by lighting a traditional lamp.

Ms.Carolino O’ Reilly, Head, Special Action Programme-Force Labour, ILO-Geneva, Mrs.Satwanti Ahlawat, Labour Commissioner, Haryana representatives of various banks and insurance companies, representatives of various Associations and Trade Unions, senior officers of Government of India and officers of Labour Department participated in the workshop.
